Minutes of the regular meeting of the mayor and council held in the city municipal
building April 9, 197~.
Present: Mayor Cotant, Councilman Kinghorn, Menard, Romriell and Taylor. Attorney
Burnett and clerk Vera Armstrong.
Mayor Cotant called the meeting to order at 8:00 p.m.
Minutes of ~hetings of March 26 and 29 approved as written with typographical error of
wo changed to to in 3rd paragraph from bottom in March 29 minutes.
BID OPENING - Mayor and council opened the following bids on purchase of backhoe.
G. K. Machinery, Pocatello Case 680 Series 21,605.00
Massey Ferguson Inc., Am Falls Massey Ferguson 21,~95.00
Elliots, Inc., Idaho Falls John Deere 25,2~3+.87
The Lot, Pocatello - Used 1972 Massey Ferguson 12,800.00
Mayor and council tabled any action on bids until bids are further reviewed.
Councilman Taylor suggested the council take the bids under advisement and those
submitting bids w~ll be notified when decision made.
Mr. Twiggs from G-K Machinery and Keith Taylor from Elliots Inc. suggested the city
write new specifications with minimum requirements to make bidding more competitive.
BI-CENTENNIAL REPORT - Reed Morrison reported he ha~ attended a dinner where a discussion
on bi-centennial activities were discussed by city and county commissions. Cities
may plan functions on their own or perhaps a community function could be planned on
a county basis. The state will match funds on projects. Some suggestions offered
at meeting were civic activities, special programs, annual ~PRR picnic, and reinstall
RRwhistt~.
Councilman Romriell reviewed literature he had received. Heritage '76, Festival and
~oals are three subjects that could be worked up. Councilman Romriell has also
asked Denny Hendricks and Paul Thompson to serve on the Chubbuck Bi-centennial
committee. Mr. Morrison stated it is preferred that various activities be planned
throughout the summer. Flag raising ceremonias, brochure of history of Chubbuck,
tree planting project, rodeo, drama projects and Chubbuck Days were discussed as
possible centennial activities. Mr. Romriell suggested the committee proceed with
plans and report back to council.
FIRE TRUCK REPORT - Fire Chief Denny Jones presented report of flow test on new city
fire truck. Since it has passed tests, payment will need to be made soon.
Denny presented a proposal for radios for the fire trucks. Proposal is for five
mobile units, one for each unit in the gire department. Cost of five units including
installation is $3,~67.50 and can be included in lease purchase agreement with
Starline Equipment. Councilman Romriell suggested advertised bidding on the purchase.
After further discussion on purchase of radios~ Councilman Menard moved the city
lease purchase the radios with the fire truck from Starline Equipment. Taylor
seconded with an unanimous vote in favor of motion.
ORDINANCE#133 amendiug zoning ordinance #98 to allow reception centers as a con-
ditional use in all residential zones except residential - lread in full by Mayor
Cotant. Council approved for ordinance to go to the Planni~.~g and Zoning commission
for the public hearing scheduled April 15th.
JUNK CAR ORDINANCE - Mayor suggested council review an ordinance prohibiting abandonment
of motor vehicles, etc., within the city.
TRAFFIC SAFETY Cf~MISSION - Mayor Cotant told council he had made some contacts for
the appointment of this commission and would follow up on same.
BURNED OUT TRAILERS ON MOB~7.E MANOR ADDITION - Attorney Burnett reported Max Parrish
had informed him the burned out trailers were repaired sufficiently to be parked
in the Residential - 2 Trailer zone where they are. Council requests building in-
pector check the trailers and report to city and attorney on inspections.

INSPECTION REPORT ON HOUSE AT 251 BRISCOERD - Mayor Cotant read the building in-
spectors report at this address. City clerk reported Roberta Dunham ow~s home and
the city had received water bill payment the past week. Attorney Burnett to write
Ms Dunham and request ~he house be repaired or windows boarded up to put in safe
condition.
REGULATIONS FOR USE OF ROTATING P~ED LIGHTS on personal vehicles of volunteer firemen~
read by Mayor Cotant. Mayor and council discussed insurance e'overage by city for
firemen. Attorney Burnett has written to Kruse Insurance for information on
coverage but has not received an answer as yet.
PARK AREA AT SCHOOL DISTRICT PROPERTY - Country Acres - Eldon Page, Pocatello School
district has contacted the city and reports the school officials would like to develop
the north seven acres of school property in park area at this time. Councilman
Romriell suggested writing a letter to Mr. Page approving this proposal.
CD-LVERT ON HIWAY AVENUE - Councilman Kinghorn requested the city replace the drain
ditch culvert across Riway Avenue. Mayor and council talked to Jordon Stuart about
getting this project done. Jordon was instructed to use galvanized pipe.
WATER LINE TO WEUJ, #3 - Councilman Romriell also requested the city plan to complete
the 12" water line to the Siphon Well #3 pump within 45 days so Archie Cutler will
be able to have a water hook-up from this line.
FINANCIAL STAT~ENT presented to mayor and council.
CLAIMS for bills presented to mayor and council. Councilman Menard moved the council
approve the bills. Taylor seconded with alL_councilman voting in favor of motion.
FIRE DEPARTMERT BUILDING - Denny Jones reported he had been talking to Velbert Jackson
about purchasing additional footage along Yellowstone Avenue for a~ding onto the
fire station building. Appraisal for the property was $275.00 per front foot. Mr.
Jackson wants $400.00 per front foot. Council felt the city should check this
out further.
Meeting recessed until Tuesday April 16th at 6:30 p.m., at which time the council
will meetiwith the city engineer on sewer construction plans.
