Minutes of the recessed meeting of March 12, 197g b£:.the mayer~nd council held in
the city municipal building March 19, 197L.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor. Clerk Vera
Armstrong
Mayor Cotant called meeting to order at 5:30 p.m.
OPEN DISCUSSION on electrical, plumbing, gas and sewer inspections.
Attorne~ Burnett was requested to send a letter to Land Investments requesting a
pre-application plat be submitted for their Residential-2 Trailer development.
PROPOSED WATER BOND ISSUE - Mayor remarked he hesitates tying up the entire waterworks
: improvement fund on a bond issue. Mayor Cotant also questioned retaining purification Of
our water system with installation of a two million gallon tank.
Engineer Perkins recommended whatever improvements the city does they do adequately.
Councilman Romriell stated his feedback to the public on a bond issue was - should
the city furnish subdividers water whenever requested. Mayor and council to study
this problem further.
PURCHASE OF BACKHOE - Mayor Cotant questioned council,s desire on purchase of a back-
hoe loader. Councilman Romriell stated he was in favor of putting purchase out on
bid. Councd_lman Menard favored the lease-agreement purchase. Mayor and council
requested Jordon Stuart to inquire of price on new machines for comparison.
ORDINANCE # 152 - Rezoning certain lands within the City of Chubbuck read in full by
Attorney Don Burnett. Areas rezoned include Mountlake Terrace to Residential -1 zone,
Turner Subdivision to REsidential -2 zdne and property directly south of Mobile Manor
which was requested to be rezoned by Land Investments, Inc. to a REsidential -2 Trailer
~one. Motion to dispense with rule of reading on three separate days made by
Councilman Taylor. Seconded by Menard. Roll call vote: Kinghorn, yes$ Menard, yesi
Romriell~ yes~ Taylor, yes. Motion to adopt Ordinance~132 made by Councilman
Taylor. Seconded by Romriell. Roll call vote: Kinghorn, yes; Menard, yes;
Romriell, yes; Taylor, yes.
ORDINANCE ~133 - Amending zoning Ordnance ~98 of the City of Chubbuck to include
ren.eption centers among the conditional uses permitted in Residential -1 zones.
Mayor and council discussed adopting this ordinance and agreed to table any
action on this ordinance until further research can be done.
BLUE CROSS INSURANCE - Mayor and council discussed approving a new insurance group
plan which provides better maternity coverage, room and board increase and major
medical benefit increase. Councilman Menard moved the council approve the new
Blue Cross Group p~an. Kinghorn seconded with an unanimous vote in favor of
motion.
Meeting recessed until Thursday, March 21 at 7:00 p.m.

Meeting reconvened March 21, 197~ at 7:00 p.m. with Mayor Cotant, Councilmen Kinghorn,
Menard and Romriell present. Blanning and zoning menbers, Jim Branson, Allen Martin,
Del Peters, Jack Menard and Larry Rawlins also present.
Council and commission discussed curb, gutter and sidewalks requirements of city, street
grades and water and sewer connection requirements. Meeting adjourned at~7:50 p.m.
