Present: Mayor Cotant, Councilmen Kinghorn, Menard and Romrisll. Attorney Burnett and Clerk Vera Armstrong. Wayne Taylor absent. Meeting called to order at 8:00 p.m. by Mayor Cotant. Minutes of February 12: meeting approved as written. BOYS BASEBALL PROGRAM - Doug Eldredge and John Harris were present and told council of offer to join Pocatello city baseball brogram. Mr. Elderdge stated th,ey would prefer to keep the baseball team program in Chubbuck. Mr. Eldredge told council it would cost about $~,000.00 to fund the local project this year. Ail uniforms and ~quipment need replaced. Mayor asked Mr. Elclredge and Mr. Harris if council could take this matter under advisement and study the possibility of sponsorship for teams locally. Mr. Eldredge and Mr. Harris were also asked to contact local businesses about sponsorship. SOUTHEAST IDAHO COMMUNITY ACTION AGENCY - Vola Eldredge with the Senior Citizens Volunter Program requested a payment of $800.00 from the city to purchase a typewriter for the program. Mayor asked Mrs. Eldredge to furnish a breadidown of the SEICAA and RSVP budget so that the city would know how to budget for the overall program. NATER LINE ON EVANS LANE - Gilbert Howell ~ Evans Lane again requested installation of a water ]ali~e in th~eir street~ Mayor assured him the city would proceed on this project this spring. HEIGHTS SUBDIVISION - Rodney Clark presented the Heights Subdivision final plat for final approval. A lengthy discussion followed as to whether a park area would be required in the subdivision. Councilman Kinghorn moved the council approve the final plat with the stipulation that an access street be built from the subdivision to Joy Street to connect with Boyd Street in the Neider Addition. Mr. Clark stated he would construct the street and be requesting a variance to build a home on re- mainder of lot. Romriell seconded and motion passed unanimously. ROOFING PROPOSAL - Earl Cellan proposed installing roof on city building addition and also on fire station addition. Mayor and council told Mr. Cellan they would consider his proposal. FLASHING RED LIGHTS ON VOLUNTEERFIP~FLANVEh~CLEN - Mayor informed councJ~ the volunteer fireman have requested rotating flashing red lights on their own vehicles. This would not give the members privitedge to break any traffic laws. Councilman Kinghorn suggested standard flashing lights. Mayor Cotant recommended the council approve the request subject to research by Attorney Burnett of legality of same. Councilman Menard moved the city approve purchase o£ lights pursuant to research being made by city attorney. Romriell seconded With an unanimous vote in favor of motion. MOBILEMANOR INC. - Max Parrish questioned the councils approval of streets in Mobile Manor subdivision, if approved or when they could expect approval. The sewer service line installation to serve Mobile Manor also discussed. A lengthy discussion followed with no action taken. Councilman Menard tttR Mr. Parrish he would personally see that Mr. Parrish received a letter on what repairs or improvements are needed before city acceptance of streets and sewer system. GENERAL - Mrs. Fern Rust requested the the city install street lights at the intersection of Albatross and NILINE Rd and Bluebird and Hiline Rd. Mrs. Rust asked if further development could be started south of Mobile Manor development before completion of Mobile Manor. She also asked if city had any Drdinance reqiuring a burned out trailer to be repaired in any given amount of time. This trailer has been placed on a lot in Mobile Manor. Mrs. Rust was informed two different parties were developing Mobile Manor and the area south of them. In answer to burned trailer the city has no ordinance on this but stated it might be well to consider control on such. S~ER REPORT - Engineer Dave Nelson gave a progress report on sewer project. Mr. Nelson a~so reproted bond sale would be April 1. ATTORNEY REPORT - Attorney Don B~rnett informed council a census count would not increase any revenue from Federal Revenue Sharing but the State would recognize census on state shared revenues. Attorney Burnett also informed counc~ Judge Ward has informed him several court cases against tra~ers in city are being held and does city want to continue on these cases. Attorney was requested to secure more information on some of these cases and the city definitely desires to proceed on Garland Henry case. Attorney B~rnett has received model ordinance from AIC on police powers of mayor outs&de city limits and this ordinance does not provide any additional provisions. Attorney suggested mayor and council review the memorandum he provided them. Councilm~n Menard suggested investigating into Yellowstone Highway Project and plan some immediate construction on project. Mayor informed council he had contacted Engineer Perkins and asked him to contact State Highway Department and request con- struction as soon as possible.
