building February 12, 1975.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor, Attorney
Burnett and Clerk Vera Armstrong.
Meeting cslled to order by Mayor Cotant at 8:05 p.m.
Minutes of the January 22 meeting approved as written.

TRAILER AREA AT CLOVEt{D~ZI,T, MOTEL - Sandra Gentry and Alan Christensen made complaint
of trailers being parked too close to each other at the Cloverdell Motel. An
official complaint was rendered at city office February 5 and Chief Stone talked
to Mr. Pickens, owner of the now Pickens Apartments and Mr;~dPickens agreed to
make necessary changes to comply with ordinance.
COMMERCIAL BUVT,DING PERMIT REQUEST - Charlie Frasure, 100 Laurel Lane, informed the
council he intends to build a commercial building at his Mobile Home Sales business
to house the trailer sales snd L & H Auto Sales. Mayor Cotant informed Mr. Frasure
the council desires curb, gutter and sidewalk on all new businesses. Mr. Frasurs
stated his business was not new and if he were required to install ourb, gutter
and sidewalk he just wouldn't build. Mayor and council stated they would not
refuse him a building permit as his business is established. Mr. Frasure was in-
formed he would be required to submit a plot plan and set of building plans.
PARADISE ACRES - Dean Lloyd representing Mortgage Insurance was present to discuss
preliminary plans on their proposed subdivision. Mayor suggested to Mr. Lloyd a
well be developed in the park area to serve the subdivision which Mr. Eloyd agreed to.
Mayor also informed Mr. Lloyd a six foot screening fence would need to be instal~led
along the waste canal on Yellowstone Highway side of subdivision. Engineer Perkins
suggested the city approve the preliminary plat in its entirety and to accept final
plats in in smaller portions as discussed and agreed upon. Councilman Taylor moved
the council approve the Paradise Acres prelimfmary plat with Menard seconding motion.
Vote was unanimous in favor of motion.
PUBLIC HEARING ITEM -WILLIAM HUNZIKER & JOHN LE~IS VARIANCE REQUEST to allow them to
operate L & H Auto Sales using a trailer unit as on office. Mr. Frasure has definite
plans to build a commercial office building to house L & H Auto Sales within six
months. After some discussion Councilman Menard moved to grant a variance to Mr.
Hunziker and Mr. Lewis to use mobile trailer as an office pursuant of restroom
regulations to building code. Variance to be granted for si~ months or until
office building is completed, whichever comes first. Taylor seconded. Roll call
vote: Kinghorn, no; Menard, yes; Romriell, yes; Taylor, yes.
S~ER LINES AND CONSTRUCTION - Bill Evans, Adams Drive stated his concern of being
required to hook up to the sewer within 60 days. The mayor assured him the city
will be lenient in the 60 day requirement. Mr. Evans also requested an additional
street light on Adams Street.
Ron Manning, Joy Street, questioned the city billing for sewer service before final
completion date of construction. Mayor Cotant explained to Mr. Manning the city
would be required to make payments on the loan, interest and sewage treatment this
year and thereb~ made decision to bill when service was available. Mr. Manning also
questioned the city extending construction time to contractor. Council, Mayor Cotant
and Engineer Perkins explained to Mr. Manning that consideration was given in extend-
ing time. Oregon Construction is allowing the city to hook onto the sewer, which
is an advantage to the city. The city also had trouble securing easements and weather
conditions had hampered the contractor and the city felt it only right to extend
construction time.
S~4ER HOOK UP ~'~:~:S - Mayor and council discussed partly developed subdivisions being
required to pay the $200.00 sewer connection fee plus $10.00 per unit hooking onto
system. No action was taken as to what is expected of partly developed subdivision
developers for sewer hook up fees.

MOBII,F, MANOR STREETS - Councilman Menard asked Engineer Perkins if he had inspected
and approved the streets in Mabile Manor. Mr. Perkins stated he was not aware he
was expected to. However, Do~Jensen has done some inspecting of streets with
Jordon Stuart. It was mentioned the fire hydrant needs repaired~ concrete cross
drains might need to be required, no drainage provisions have been made for
streets and the sub-base is probably not what it should be. Engineer and council
agreed inspections need to be made d%uring construction and if consl~uction is not
according to street development specifications the developer should be notified
immediately and £ollowed up with a memo.
Mayor Cotant requested Engineer Perkins write a letter to Mobile Manor, Inc. inform-
ing them sewer lines and developments are required to be engineered and inspected.
After reviewing the Mobile Manor plans submitted the sewer line was engineered on
the plans.
WATER LINE EXTENSIONS - Mayor questioned council as to agreement with Boise Cascade
or Reese Homes on water line extension between Hawthorne Rd. and Joy Street.
Council agreed the city would pay the difference between 10" and 6" pipe only.
All construction to be done by developers.
FINANCIAL STATemENT for ~anuary presented to Mayor and Council.
CLAII~S presented to mayor and council for approval. After review Councilman Kinghorn
moved the council approve bills for payment. Taylor seconded. Vote was unanimous
in favor of motion.
NATURAL GAS LINE - Councilman Menard requested natural gas line be installed to Well
House ~gl on East Chubbuck Rd. with mayor and councilmen in favor.
Councilman Mmnard informed mayor and council orders for pipe should be ordered
in less than 2,500.O0 orders.
SICOG PAYM~T REQUEST - Mayor Cotant read letter from Southeastern Idaho Council of
Governments. Mayor and council discussed payment of bill with no action being taken.
SEICAA -Letter for payment request of $$00.00 for a typewriter from Southeast Idaho
Community Action Agency read by Mayor Cotant. No action taken.
