January 11, 197~.
Present: Mayor Cotant, CounciLmen Kinghorn~ Menard, Romriell and Taylor. Attorney
Burnett and clerk Vera Armstrong.
Meeting cslled to order by Mayer Cotant at 4:45. p.m.
SEWER RETAINAGE FEE - Engineer Larry Perkins explained to council the performance
bond required by contractor woold guarantee project will be completed including
payments to suppliers. Maintenance bond after project is bought will guarantee
required maintenance of streets and repairs for one year.
Engineer Perkins said he felt good in recomending the city retain $50,000.00 of
retainage fee on work completed on north side of interstate andJ. then hold the
5% retainage on construction south of interstate.
Councilman Romriell made motion to retain $50,000.00 on work paid for on north side
of Interstate and to retain 5% of all work yet to be paid for in project. Menard
seconded and motion carried unar,~nously.
ADDITIONAL ENGIN~E.~S ~'~ - Larry Perkins stated because of the extension of time he
would request Oregon Construction company ~ay for extra engineering services whii.'~ch
would amount to approximately $16,000.00.
Doug Gadd from Oregon stated he felt the city should assume this obligation of
additional engineering fees because city did not have easements ready when Oregon
wanted to do work in agricultural area last spring.
After a lengthy discussion, Engineer Perkins said they would take care of the
additionai engineering fee. Mr. Perkins also stated he would contact Jerry
Nowliu in Boise and ir_form him of the time extension on the sewer project.
SEWER EASEMENT - Doug Gadd asked the city if they would eliminate a portion of
project across Parrish property. Mayor asked which plan of construction to get
i~;sewer to Burside would be most economically. Engineer reported costs were nmarly
the s~m~. Mr. Gadd said if they are required to go through the Parrish property
he would like to meet with them prior to construction.
SEWER - Engineer Perkins reported in projecting the project to the end the costs
and revenue would come out quite close.
SOUTHEAST IDAHO COUNCTL OF GOVERNMENTS - Mayor Cotant recommended the city withdraw
from the council of governments. Councilmau Kinghorn moved the city have Attorney
Barnett draw up a resolution withdrawing from SICOG. Taylor seconded with an
unanimous vote in favor of motion.
POLICE CAR - Mayor informed council the 1969 Chevrolet police car needs replaced.
A 1973 LTD is available at Flandro's. Councilman Eiughorn made motion CounciLman
Taylor and Chief Stone proceed with making an agreement for purchase of car.
Menard seconded motion with ~d~ in favor.
WRECKED CARS, JUNK CARS AND ABANDONED CARS at Denny's 0il - Denny said he had removed
30 cars from his lot recently and he needs a certain storage area to continue his
business with the wrecker service. Mr. Jones said he would dispose of bulk of cars
when weather permits and would taik to Mrs. Bayliss as to making plans to screen
the area where the cars need to be stored ~or wrecker storage.
VOLLrN'f~ FIKEMENS VEHICLES - Fire Chief Jones asked council their feeling on allovring
volunteer firemen to install red lights ~and sirens on their personal cars. Mayor
and council rejected the request.
Chief Jones recommended more radios for ail units in the Fire Department.
CITY PROFit'fY AT 4545 Yellowstone - Mayor questioned council as to their feeling o£
building at this newly acquired piece of property or remaining at the present building
and possibly exchanging property. Discussion followed with agreemer~- that mayor and
