HomeMy WebLinkAbout10 28 1975 CM CITY COUNCIL MINUTES 275 October 28, 1975 Minutes of the regular meeting of the Mayor and Council held in the city municipal building October 28, 1975. Present: ~ayor John O. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard, Earl Romriell, Wayne Taylor, Attorney Don Burnett and Clerk Vera Armstrong. Meeting called to order at 8~00 p.m. by Mayor Cotant. Mayor Cotant asked for eorrections or additions to October 1~ and 15 minutes. There being none the minutes were approved as written. BAR X TRACTS - Engineer Klane Forsgren was present and reviewed the Bar X Tract plat with Mayor and Council. County recorder Tim Eriksen has requested the City of Chubbuck make written recommendation stating what will be required to make the plat acceptable for city approval. Engineer Forsgren stated Councilman Menard had suggested the city take the Bar X Tract plat and re-plat a master plan showing proposed dedicated right-of-ways to efficiently serve the subdivision. Mayor and Council approved for Engineer Forsgren to plat a master plan and make recommendations of what will be required prior to city approval. HEIGHTS SUBDIVISION COMPACTION OF STREETS - Engineer Porsgren reviewed with Mayor and Council the report and ~request of Bengal Construction for city to approve compaction method of approximately 650 ft. of paved streets in Heights Subdivision which were improperly compacted. The Mayor and Council approved not requiring Bengal Construction to tear up the streets and resurface but the guarantee period will be required for a two year period instead of the usual one year after acceptance. PARK DEVELOPM~T BY CRVJBBUCK LIONS CLUB - Glen Kinlock, Dean Wood and Cary Campbell representing the Chubbuck Lions Club presented a proposed plan for development of a park at city property at the location of Well ~1 in the 600 block of East Chubbuck Road. TSe project propose~! rest rooms, asphalt off street parking, playground equipment, grassed areas, cobbled walkways and park being fenced. The project would take approximately two years to complete. Councilman Romriell suggested contacting Val Briggs of Army Reserves on ~olunteer construction w~rk and also contacting Bureau of Outdoor Recreation and apply for park grant. Lions Club is requesting the following participation from the city; to fence half of the park, pave parking lots and apply for funding grant and construction help from army reserves. Councilman Menard moved the Mayor and Council agree to the development of this park by the Lions Club at Well ~1 location on East Chubbuck Road. Councilman Romriell seconded motion. Ail councilmen voted in favor of motion. RAILROAD C~OSSING - SIGN - Councilman Menard asked Engineer Forsgren to inquire as to the possib~ity of receiving funds for signals at railroad crossing. TRAFFIC, SAFETY AND SIGNING - Councilman Menard also requested Engineer Forsgren to inquire as to possible funding or grants to place new street signs within the city. BLINKING LIGHT AT HILINE AND CHUBBUCK ROAD not working - Councilman Romriell to check with Pickens Electric as to why light is not functional. ~A~F. NTy SEN~ ER PUMP STATION - Engineer Forsgren discussed operation of pumps at Valenty Sewer pump station with Mayor and Council. Mayor Cotant requested Engineer Forsgren to inquire as to a grinder type impeller on pumps. Council- man Romriel] esuggests periodic maintenance on pumps and a record kept of maintenance of sewer pump stations. It was also suggested a record fomm be ~ept ~si~.de.pump~sta~t. mon, s. Coundilman Kinghorn also requested the lid on the 277 ACCEFTANCE~OF STREETS_.- Councilmau Romriell informed Council and Engineer Forsgren that Fred Chase is requesting acceptance of Sawtooth Street. Councilman Romriell told Council Jordan Stuart recommended a dry well on Sawtooth and Mr. Chase did not install the dry well. Councilman Romriell moved the council authorize Mr. Forsgren to inspect this construction ~: _[~ for recommendations as to the need of d~ Well Councilman Kinghorn seconded motion with an unanimous vote in favor. STREET REPAIRS - Councilman Kinghorn asked Engineer Forsgren to request repairs be made at intersection of Yellowstone and Siphon Road. Intermountain Gas Company apparrently did the construction. FIRE HYDRANTS - Councilman Romriell said he felt fire hydrants should be installed on water line just installed on Hiline Road. Councilman Menard and Counci2man Taylor said they felt the fire hydrants should be installed by persons needing fire protection from this line and when needed .... - :-~ '~] '- i ~ Attorney Burnett requested to check out the easement descriptions that go with Hiline Canal. Mayor and Council also discussed the future need of a wider street on Hiline RoadTM. PU~r. IC HEARING ON POLE LINE ROAD CONSTRUCTION BY STATE HIGHWAY DEPARTMENT - Council- man Romriell was requested to attend this meeting to be held Thursday evening. Mayor Cotant informed the Council that Richard Morris of Starlite Cinema Theatre is w~lling to curb along Pole Line Road and will work out approaches with city. Engineer Forsgren was requested to get the description of Pole Line Road and Hawthorne Road north of Quinn Road so the City of Chubbuck can annex these streets. BACK-FL~ VALVE- Mayor Cotant requested Engineer Forsgren to secure~ a price on a back-flow valve for city to install at the George Shiozawa property as protection if Siphon Sewer pump should fail. JOE CAMPRk~,T. BT~,T, - Mayor and Council discussed the bdll submitted to Mr. Ric% ~561 Hawthorne Road and presented to the city from Joe Campbell Construction in ~ the amount of $1,969.73 to repair a plugged and broken sewer line in the service line in easement serving the Rice residence. Mayor and Council feel a reason- able amount to repair line should be paid. Engineer Forsgren was requested to determine a reasonable amount for the repair. Attorney Burnett was requested to correspond with Mr. Campbell on the determination. WRECKED CARS ON PROPERTY OF DENNY JONES - Attorney Burnett requested an appraiser be attained to determine depressed land values of property iu area as result of wrecked car storage. Attorney Burnett is preparing for this case in court. INVESTIGATIVE WORK - Attorney Burnett requested permission to use Mr. Lynn Cameron when needed on investigative work for the city for a certain trial period:.- perhaps a two month period. After some discussion Councilman Menard moved the council approve Attorney Burnett's proposal of using Lynn Cameron for investigative work until December 31, 1975. Councilman Kinghorn seconded motion will all councilmen voting in favor. SEWER SERVICE LINE - Rex Christensen, 5201 Lucky was present and discussed the poasibility of getting sewer.service to his home. Mr. Christensen claims the service line is too low on Lucky Avenue to serve his home. Mr. Christensen proposed securing an easement from property owner on the corner of Lucky and James and stub his service line into James Street. Mr. Christensen requested the city install this service line from main line into the property on corner of Lucky and James, secure easement from the property owner on James and Lucky, furnish him one ~ inch sewer service line from Lucky Street to service future development on acreage north of his home and the approval to use the sewer service line installed to serve his home for future development on property owned by him which lies directly north of his home. (cont'd) 279 SEWER SERVICE LINE-REX CHRISTENSEN - Mayor and Cotmcil asked Mr. Forsgren to cheek elevations of Mr. Christensen's home and sewer line on James Street for a definite answer if Mr. Christensen can receive sewer service from James Street. CODIFICATION OF ORDINANCES - Mayor and Council discussed the codification of city ordinances and decided they would budget for such expenditure next ye~tr. It was noted a definite upgrading or improvement project was needed on the city ordinances. Councilman Menard requested city acquire a bid from a codifying firm. DIgTATING EQUIPMENT - Mayor and Council reviewed the bids on dictat~ equipment. ~fter discussing the equipment offered on bids Councilman Romrie~... ~e council approve the purchase and the Mayor cheek out the guarantee and 'financial arrangements.
