HomeMy WebLinkAbout08 26 1975 CM COUNCIL MEETING MINUTES 241 August 26, 1975 Minutes of the regular council meeting held in the city municipal building August 26, 1975. Present: Mayor John O. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard, Earl Romriell and Wayne Taylor. Attorney Don Burnett and Clerk Vera Armstrong. Meeting called to order at 8:00 p.m. by Mayor Cotant. Mayor Cotant asked for corrections or additions to August 12 minutes. Council- man Romriell requested the following addition entered in the Mobile home request of Edith L. Cahoon. After reviewing and "determining a hardship exists" .... . There being no other additions or corrections minutes were approved as written. PORTNEUF DISTRICT LI~RY - Doris Lyman and Anna Green was present and ~quested help from the city to construct a street to the Library facility. Mayor Cotant suggested Doug Jensen get a unit price on cost of street. If cost of street completion is a fifty per cent shared cost with Clark Realty then the city wiil consider doing some grading and base construction as the Library share of cost of street. Anna Green asked if city could help plant lawn. Counc~2~man Taylor said he felt the city was providing enough help. Mayor Cotant told Mrs. Lyman and Mrs. Green the city personnel were extremely busy at this time and that the city didn't have equipment to do this type of work. It was suggested the Lions Club might help on such a project and Mr. Chastain said he would check this out. Doris Lyman also asked if city would provide the library with water, sewer and sanitation. Councilman informed Mrs. Lyman the city would not be able to provide water and sewer but would donate the sanitation pick-up service to the library building. WATER LEAK - Ted Davenport, 452 Lariat, requested an adjustment on his water bill because of a leak. He told council he had found where his waterline had been broken by sewer contractor, soldered and it had broken at this point. Meter reading was 285,000 gallon. Councilman Romriell moved the city adjust Mr. Davenports bill to an average. Councilman Menard seconded motion with ~11 councilmen voting in favor. WATER ADJUSTMENT - Cary Campbell, 4696 Branson, informed council he had a meter reading for August of 308,000 gallons. He had found no leak and cannot explain the high reading. The meter was read today and Mr. Campbell has used only 1,O00 gallons in the past l0 days. Councilman Romriell suggested the city check with supplier on possibility of meter malfunction. Councilman Kinghorn moved the city adjust Mr. Campbell's bill to the minimum and that Mr. Brennan check with supplier of meters to see if meter could mis- function. Councilman Taylor seconded motion with an unanimous vote in favor. It Was also suggested Mr. Breunan read meter every week for six weeks to check on meter performance. AUDIT REPORT - Ray Carter presented the 1974 audit report. SEICAA - Mayor Cotant asked council for a recommendation for a person to represent Chubbuck to serve on the Southeast Idaho Community Action Agency Board of Directors. RAILROAD FASt~ENT FOR SA/4ER - The city ha~ received an agreement to execute for an easement so a sewer line can be cased under the railroad tracks ~to serve the Henderson Mobile Park. Engineer JensOn said the Railroad Company had lessened the required distance of casing under the railroad tracks to approximately 15 feet on each side of tracks instead of 33 ft. which is in agreement and drawings. Mayor and Council requested Engineer Jensen to check this change out with the Railroad Company and if they recommend this change, the Railroad Company shall supply the city with plans and statements to this effect. REQUEST FOR SEWER HOOK-UP - Keith Robinson represented Warren Myers in requesting permission for the Tyhe~e' Trailer Park to hook into the Chubbuck Sewer system. ~ngineer Jensen informed counc~f~ the point where Mr. Myers intends to hook into is approximately 1350 feet from the north end of the developed Paradise Acres. Mr. Jensen further explained if they plan to hook into Paradise Acres sewer lines the pressure line pump w~ll not be in operation for at least 90 days. Mayor and Council requested Engineer Jensen review the capacity of lines within our city and how much growth within the city limits the lines serving this area will handle. Mayor and Council informed Mr. Robinson an answer could not be given this evening. HEIGHTS SUBDIVISION - Rodney Clark submitted a letter to Mayor and Council re- questing waiver of the 110% surety bend. Mr. Clark was informed the city does not feel the surety bond should be waived at this time. Mayor and Council again discussed the city requiring larger water lines than Mr. Clark felt was required within his subdivision. Engineer Jensen computed the increased cost of larger water lines at approximately t3,000.00 Rodney Clark asked the city to participate in the amount of 5,000.00 towards the larger required water lines. Council discussed the ~equest ' ' Councilman Kinghorn moved the council reimburse Rodney Clark 3,500.00 towards the increased cost of larger water lines required by the city within the Heights Subdivision. Councilman Menard seconded motion. Roll Call vote: Kinghorn, yes; Menard, yes; Romriell, no; Taylor, yes. Mr. Clark stated he wo~ld accept the 3,500.00 participation if the city w~ll provide him with a letter stating the city will accept the parks in the Heights Subdivision for maintenance and city will install fence around parks if FHA requires the parks fenced. Councilman Menard then requested a letter from Mr. Clark to city stating he will not sue the city for costs of increased water lines within the Heights Subdivision. Mayor and Council agreed to furnish the letter to Mr. Clark on park acceptance and installation of fence if necessary and Mr. Clark agreed to furnish letter requested by city stating he will not sue city. Councilman Menard Moved the council give the Mayor authority to sign the Heights Subdivision final plat if approved by Engineer Jensen. Councilman Romriell seconded motion with all councilmen voting in favor. DIVERSIFIED INVESTMENT GROUP, INC. FOUR-FLEX CONSTRUCTION - Mayor and Council re- viewed access approaches to development. Engineer Jensen showed council an access approach recommendation with only two approaches on Chastain Drive and one on Hawthorne Road. The council voiced preference to one access approach from Hawthorne Road only. Engineer Jensen informed council an additional four inch footing had been poured on each side of the original eight inch footing. Engineer Jensen was instructed to have building inspector check the footings and stop construction if not acceptable. Council agreed for Mayor Cotant and Engineer Jensen to work out acceptable access approach. Meeting adjourned at 11:30 p.m. Vera C. Armstrong, City Cle~l O. Cotant, Jr.,~ay6r
