HomeMy WebLinkAbout06 10 1975 CM COUNCIL,MEETING MINUTES 2~ June 10, 1975 Minutes of the regular meeting of the Mayor and Council held in the city municipal building June 10, 1975. Present: Mayor John O. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard, Earl Romriell and Wayne Taylor. Attorney Don Burnett and Clerk Vera Armstrong. Meeting called to order at 8:00 p.m. by Mayor Cotant. Mayor Cotant asked for corrections or additions to May 27th minutes. There being none, minutes were approved as written. TURNER SUBDIVISION - Councilman Menard requested a letter be sent to Doyle Chatterton, developer of Turner Subdivision, informing him the city will require permanent easements on sewer line in Turner Subdivision. Also, the city will require the sewer line to the south part of subdivision to be engineered deeper. A revised plan must show the changes made and to be made and a copy of same be submitted to the city with properly signed easements. COMPLAINT OF TRASH ON LOT - Mrs. Ankrum, 207 East Chubbuck Road asked when she could expect some action on cleaning up junk at 15Y East Chubbuck Road. It was questioned if a health hazard exists at this place. Mayor Cotant asked Attorney Burnett to look into the situation for a determination if a health hazard exists. Mayor Cotant suggested city contact Mrs. Ames and ask if she would sign a consent statement for the city to haul off the trash piled at 157 East Chubbuck Road which is owned by Mrs. Ames. If she would do this, perhaps the city could haul off this trash during clean up campaign. GE~ CLEAN-UP - It was noted that John Call on Hiway Avenue is planning to move an older house onto his property as a residential addition. Mayor Cotant requested the building inspector go talk to Mr. Call on his building plans and the city follow up on general clean up of lot with a notification of apparent violation of ordinance letter. TRAlV~ER ON EARL M~,I,IS PROPERTY - Mayor and Council requested the building inspector check out trailer at the end of Briscoe Road and inform owner the trailer placement does not comply with zoning. SEWER LINE INSPECTIONS IN SUBDIVISIONS - Mayor and Council discusses inspection of sewer lines in subdivisions. Councilman Menard and Engineer Jensen made an appointment to hold a meeting with Hamilton and Voeller Engineers on the Heights Subdivision sewer line construction. Engineer Jensen informed Mayor and Council the city should require engineer of subdivision plat to certify the sewer line, water line and streets were constructed as to city standards. City to prepare and send a letter to developer informing them the city engineers and city inspectors will be making inspections and if construction is not constructed according to city standards the city will not be able to accept the streets in the subdivision. SEWER SERVICE LINE - Richard Stanger informed council of a sewer service line problem at Mrs. Cantu's residence, 206 Henry. After discussing problem it was agreed Councilman Menard and Engineer Jensen would inspect this location of service line on Wednesday morning and determine what needs be done to provide Mrs. Cantu with a sewer service line. SETTLING OF WATER SERVICE LINES - Mayor and Council discussed the responsibility of city in water settling water hook-up service trenches. Developers in subdivisions have water settled water service trenches in the past. Mayor and Council discussed adoption of ordinance increasing the water service fee. Mayor and Council stated the city will accept hook-up fees for water services to be installed in planned construction for this year only. SETTLING OF WATER SERVICE LINES - (con~'d) It was suggested the city allow contractors to use city wate~ ~fOrc~er settling. Mayor Cotant suggested if water hook-up is paid at 175.00 the ~rnish water and contractor do settling of line. Perhaps when fee is increased the city will need to do the settling. ORDINANCE # 153 - Amending Sections 3-1-15 (A) and 3-1-1~ (A) of Ordinanc~e of the City of Chubbuck, Idaho to provide for increased ready to serve charges relating to municipal water services~ was read in full by Mayor Cotant. Comncilman Wayne Taylor moved to dispense with rule of reading on three separate days. Councilman Menard seconded motion. Roll call vote: Kinghorn,yes; Menard, yes; Romriell, yes, Taylor, yes. Councilman Menard moved to adopt Ordinance #153, Counc~an Kinghorn seconded motion. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. Ordinance #152 - Amending O~dinance No. 97 by repealing Chapter 6 in its entirety and enacting a new Chapter 6 entitled "~nforcement" relating to Subdivisions read by title only as second reading by Mayor Cotant. RE-NUMbERING OF QUINN ROAD - Mayor Cotant informed Council the Post Office department had requested city of Chubbuck renumber residences on north side of Quinn Road so the. numbers will correspond with Pocatello numbering of south side of Quinn Road;~ Mayor and Council agreed to renumber Quinn Road as requested. SE~ F~S~ENT - Ray England, 5261 Yellowstone, informed council because of condition the sewer easement was left in which is on his property he has been required to buy extra hay because of not ha~ing use of pasture in easement. Oregon Construction dug up water line to corral area and Mr. England has had to leave water ru~uing so it wouldn't freeze up, because Oregon Construction did not relay line deep enough. Fence on west side was not repaired properly. Mr. England told Mayor and Council if city would relay water line deeper for approximately ~5 feet, help in stretching chain link fence and dig his sewer line, he would feel his easement consideration had been settled to his satisfaction. Mayor and Council stated they felt this is a reasonable request. BLUE CROSS INSURANCE INCR~SE - Mayor Cotant read the letter from Blue Cross Insurance informing the city of rate increases. City will secure some bids from other insurauce companies for study. AIC CONVENTION -Mayor and Council discussed attendance at AIC Convention June 18, 19, 20 and 21 to be held in Idaho Falls. It was determined the city would send registration fees in for city clerk and Council_man Kinghorn to attend the convention. If mayor and other counc~dl~en can go they will register for the day they can attend. SENE SERVICE LI~E - Arthur McOmber was present and told mayor and council he was unable to be served by present sewer line at the New Colonial Motel. F~ugineer Jensen stated he felt the house could be served if line is laid close to the house instead of p~esent sewer line~ or at septic tank. City will send a man to dig outside the house where plumbing extends from house to determine if Colonial Motel can be served from present main sewer line. A~TION 9F PROPERTY NORTH OF STUART LATERAL - Mayor Cotant suggested city annex property lying north of Church lateral west of Hawthorne Road west to the sewer easement and north to the north property line of Dell Acres Subdivision. Councilman Menard to review this with Planning and Zoning Commission. Valenty Sewer Pump - Mayor and Council requested Waterworks Equipment check sewer pump at Yalenty pump station as it seems to be ineffective Lu its operation. 215 FIRE PROTECTION AGRF, F~NT read in full by Mayor Cotant. ORDINANCE ~154 - Authorizing the Mayor to approve the furnishing of municipal services by the City outside the corporate boundaries of the city pursuant to written agreement defining the scope of services to be furnished and the consideration to be paid therfor was read in full by Mayor Cotaut. Motion to dispense with rule of reading on three separate d~ays made by Comncil- man Menard and seconded by Councilman Taylor. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. Motion to adopt Ordinance #154 made by Councilman Kinghorn, seconded by Comncilman Taylor. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. ORDINANCE # 155 - Making dnlawfu~ l~tering or prowling, making unlawful ob- struction of pedestrian, vehicular or other forms of traffic on sidewalks, streets, alleys or ways traveled by public was read in full by Mayor Cotant. Councilman Romriell moved to dispense with rule of reading on three separate days. Councilman Kinghorn seconded motion. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. Motion to adopt Ordinance #155 made by Councilman Romriell~, seconded by Councilman Kinghorn. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. CLAIMS PRES~2~TED to Mayor and Counc~. Councilman Romriell moved city approve claims for payment with the exception of Mountain Bell repair bill of 151.75, saw on L. N. Curtis claim for fire department and deduct 75.00 on claim to Don Burnett for Chubbuck share of reporters fee on the Wise deposition for legal.
