COUNCIL MEETING MINUTES December 20, 1977 council meeting held in the city municipal building O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A. Romriell and City Clerk Vera C. Armstrong Mayor Cotant called meeting to order at 5:20 p.m. This special meeting was called by Mayor Cotant to further consider the appeal of Mrs. Irene Hall Gibbs. Mrs. Gibbs appealed the Planning and Zoning Commission's decision of denying her variance request to place a mobile home on her property at 426 E. Chubbuck Rd. Mayor Cotant told Mr. & Mrs. Gibbs he had looked at the mobile home they plan to purchase and it is a very nice looking home. Mayor Cotant said he understood the financing was much higher on mobile homes than convential housing. Mayor Cotant told Mr. and Mrs. Gibbs that he felt the city has the responsibility of upholding the zoning regulations. Councilman Romriell said he had visistd with the residents in the area in regards to placing a mobile home on Mrs. Gibbs property and remarked that the neighbors did not seem to be entirely against placing a trailer in their area. He reminded Mr. and Mrs. Gibbs that the area was not zoned for trailers and that variances should not be granted except for hardship and this didn't seem to be a hardship. Councilman Kinghorn also reported he had visited with the residents in the area and reported his feeling was that the home owners on the north side of East Chubbuck Road, for the most part, would prefer mobile homes not be allowed in the area. Councilman Fullmer stated he personally felt the city has the responsibility to maintain the zoning that was agreeable when established. Councilman Fullmer also added that there is the variable of placing a stick home on the property, however, he did appreciate Mr. and Mrs. Gibbs desire for a nicer home right away. Councilman Romriell moved the council deny the appeal of Mrs. Irene Hall Gibbs, the council feeling that a hardship does not exist. Councilman Fullmer seconded the motion and all council members voted in favor.
