COUNCIL MEETING MINUTES
November 8, 1977
Minutes of regular council meeting held in the city municipal building
November 8, 1977
Present: John O. Cotant, Jr. Councilmen Boyd L. Fullmer, Dwain A. Kinghorn,
Earl Romriell, Wayne G. Taylor, Attorney Don Burnett, Engineer John Alder and
Clerk Vera Armstrong.
Meeting called to order at 9:00 p.m.
Mayor Cotant asked for corrections or additions to council meeting minutes
of October 25, 27 and November 1. Councilman Romriell asked that it be entered
into minutes under heading "Liquor Catering Permit", that the event was being
held at the E1 Cielito Wedding Chapel on Whitaker Rd. Councilman Kinghorn
noted a couple of typographical errors to clerk for correction.
Councilman Taylor moved the minutes of the October 25, 27 and November 1 meetings
be approved as corrected. Councilman Romriell seconded motion with alt councilmen
voting in favor.
FINANCIAL STATEMENT for October presented to mayor and council
CL&I~$ TO BE PAI.D IN November presented to mayor and council. After a thorough
review of claims Councilman Fullmer moved to approve the claims. Councilman
Kinghorn seconded motion with an unanimous vote in favor.
NEW COLONIAL MOTEL DELINQUENT sewer bill. Mr. McOmber is still sick and unable
to attend meeting. Mrs. Virginia Pike submitted a proposal to city in
regards to the New Colonial delinquent sewer bill. Mayor Cotant told Mrs.
Pike the city would review the proposal and discuss the matter at the
November 22 council meeting, hopefully Mr. McOmber would be able to attend.
REQUEST FOR STREET ACCEPTANCE - Jack Menard, developer of Mountlake Terrace
Subdivision has requested city accept the development of Chateau Street, and
also to accept as city street for future maintenance.
Engineer John Alder explained he has inspected the street construction and
development and finds no problem.
It was noted that Mr. Menard owes~for water and sewer hook-up connections.
Mr. Menard informed Mr. Alder he will take care of these costs, however, Mr.
Menard has requested an adjustment on the sewer service connection fee.
Councilman Kinghorn moved city accept Chateau Street provided the city
reserves the right to assert any claim the city has in respect to water
and sewer connection charge. Councilman Romriell seconded motion and all
councilmen voted in favor.
PROPOSED SUBDIVISIONS - Engineer John Alder asked Attorney Burnett, Mayor Cotant
and Councilmen if the city would require developers to comply with our
present subdivision ordinance or the new land development ordinance.
Attorney Burnett advised that the developers could procedurely start
under our present ordinance and by the time the applicable standards are
to be accepted, the new ordinance may be adopted.
Attorney Burnett presented a proposed area of impact zoning map for city
study. Attorney Burnett recommended council take up the consideration
of the comprehensive plan and referral of the plan to the Planning and
Zoning commission so they might be able to hold a public hearing on same.

MEETINGS SET FOR COMPREHENSIVE PLAN REVIEW AND STUDY - Council will study
the comprehensive plan at the November 22 council meeting.
City made plans for the Planning and Zoning Commission to hold a public
hearing on the Comprehensive plan at their regular meeting Thursday meeting,
December 1.
Mayor and council set a special workshop meeting to be held jointly with
the PLanning and Zoning Commission on November 29 at 5:00 p.m.
Attorney Burnett suggested the Planning and Zoning representatives of
Bannock County, Power County, Pocatello and Fort Hall be invited to
meet with the city planning and zoning commission, mayor and council
to review the comprehensive plan and proposed impact zoning. Time
set for this joint meeting is November 30, at 5:00 p.m.
All meetings to be held at the city municipal building. Attonrey Burnett
said he would prepare a letter of invitation for the November 30 meeting.
Mayor and council decided to meet Thursday November 9 at 4:30 p.m. to
canvas the general city election results.
Councilman Romriell moved and Councilman Kinghorn seconded that the meeting
be adjourned, all councilmen were in favor.
