HomeMy WebLinkAbout07 12 1977 CMCOUNCIL MEETING MINUTES JULY 12, 1977 235 Minutes of the regular council meeting held in the city municipal building July 12, 1977. Present: Mayor John O. Cotant, Jr., Councilmen Dwain A. Kinghorn, Earl L. Romriell and Wayne G. Taylor, Engineer John Alder, Attorney Don Burnett, Clerk Vera C. Armstrong. Councilman Boyd L. Fullmer excused. Mayor Cotant asked for any corrections or additions to minutes of June 28. There being none, Councilman Romriell moved to approve minutes as written. Councilman Taylor seconded motion with all councilmen voting in favor. CLAIMS TO BE PAID IN JULY presented to mayor and council. After reviewing claims, Councilman Kinghorn moved to approve claims. Councilman Romriell seconded motion and all councilmen voted in favor. FINANCIAL STATEMENT FOR JUNE presented to mayor and council. ACCEPTANCE OF WATER, SEWER, CURB AND GUTTER AND STREET CONSTRUCTION IN THE SECOND STAGE OF THE BUNCE PHASE II AND BUNCE PHASE III SUBDIVISION. Mark Bunce has requested city accept the streets and utility construction at the above mentioned locations. City has received a letter from Northwestern Engineering Inc. recommending acceptance of this construction, their firm has made a complete inspection of the development. Councilman Romriell moved the city accept the water, sewer, curb and gutter and street construction in the second stage of the Bunce Phase II and Bunce Phase III Subdivision. Councilman Kinghorn seconded motion. Voting was unanimous in favor of motion. SALARY INCREASE FOR MAYOR AND COUNCIL - Mayor and council discussed adopting an ordinance setting salary increases. This ordinance must be adopted 60 days prior to the election in November to be effective for mayor and council terms commencing January 1, 1978. After discussion, Councilman Romriell moved to set mayor's salary at $500.00 per month and councilmen's salaries at $200.00 per month. Councilman Taylor seconded motion with an unanimous vote in favor. Attorney Burnett will prepare the ordinance. BISTLINE PARK DEVELOPMENT - Councilman Kinghorn informed council the city just might be able to secure some grass sod to place at the Bistline Park location from Kraft Food. Mayor is to write letter to Kraft Food requesting the opportunity to purchase the sod when available. SEWER MAINTENANCE - Council discussed operation of Valenty sewer pump station and main line stoppage from Hiway Avenue to Valenty Rd. Engineer Alder told council the city needs to set up a regular program of flushing sewer lines, also water valve boxes need checked and cleaned regular. Council discussed installing an alarm light to warn of sewer backage on Hiway Avenue, the residence at 204 Hiway Avenue has had sewer backed up into basement several times. PLANNING AND ZONING COMMISSION MEMBERS AND MUNICIPAL IMPROVEMENTS AND SERVICES ADVISORY BOARD MEMBERS NEEDED. There are two vacancies on the planning commission and there are three vacancies on the municipal improvements board. SEWER CLAIMS - Mayor Cotant said he would like to proceed with the official formal closing of sewer project. CITY PROPERTY AT 4545 YELLOWSTONE ~ Mayor and council discussed getting bids or quotations to clear off the old house and outbuildings at 4545 Yellowstone. GENERAL DISCUSSIONS: 1. Enlargement of city office and storage facilities discussed by mayor and council. 2. Chubbuck v. Arnold Stuart - City reviewed facts regarding this problem. Attorney Burnett told council he felt that economics will take care of the problem in time. 3. Attorney Burnett said he would like to meet with council on ordinance matters. Meeting was set for July 21 at 7:00 p.m. Council will attend the P & Z Comprehensive plan presentation and discuss ordinances later. 4, McOmber's New Colonial Motel sewer line is being installed. 5. Attorney Burnett discussed legal costs of criminal police business with councilmen. 6. Belva Adolphson has appealed the Planning and Zoning Commission's denial of her variance request to place two trailers on her property which lies west of 5400 vlock Yellowstone. The public hearing will probably be set for the first council meeting in August. 7. Council discussed cancelling the second meeting in July this year instead of the August meeting. Budget must be adopted prior to second monday in September and hearings will need to be held the latter part of August. Councilman Taylor moved the July 26th council meeting be cancelled. Councilman Romriell seconded motion and all councilmen voted in favor. 237 Mayor Cotant declared meeting be recessed until July 21st for further business if necessary, Vera C.
