Minutes of a special council meeting held in the city municipal building
January 4, 1977
Present: Mayor JOhn O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A. Kinghorn,
Earl L. Romriell and Clerk Vera Armstrong.
Meeting called to order at 4:40 p.m.
Purpose of meeting is to act upon resolution authorizing Mayor Cotant to submit
pre-application and application to Housing and Urban Development Block Grant
project, 2) hold public hearing on community development block grant and
3) discuss proposal of sending Chief Stone to an F.B.Z. school in Virginia.
PUBLIC HEARING - HOUSING AND URBAN DEVELOPMENT BLOCK GRANT PROGRAM . The
city is planning to make application to Housing and Urban Development
for a block grant to replace steel water lines in the older portion of
city. It is required the city hold two public hearings in regards to this
application. This is the second hearing being held for this purpose.
Total cost of project costs and grant application is $62,948. No one
attended in regards to the hearing.
F.B.I_ SCHOOl IN VIRGINIA FOR CHIEF STONE - Mayor Cotant explained to council
that Chief Stone had applied to attend a law enforcement Federal Bureau
of Investigation school. The application was for a school staring in May,
however, there is an opening in a class star~'ng On January 10, 1977 and
Chief Stone would like to attend.
Mayor Cotant said the transportation, room and board and basic schooling is
included in the school grant. Some additional funds, approximately $500.00,
will be needed for supplies and incidential items during the school period.
The school will last until March 24, 1977.
Councilman Romriell moved to approve for Chief Stone to attend this school
providing Chief Stone hold classes and pass on the knowledge and training
he receives to the other officers and reserves on his return, and that the
necessary funds be available to Chief Stone for the schooling costs.
Councilman Fullmer seconded motion and all councilmen voted in favor.
RESOLUTION # 1-77 - Mayor Cotant read resolution in full which authorizes
the mayor to submit a pre-application and application to the Housing and
Urban Developmnet grant program.
Councilman Kinghorn moved to adopt Resolution #1-77. Councilman Fullmer
seconded motion. Roll call vote: Fullmer, yes; Kinghorn, yes; Romriell, yes.
Meeting adjourned at 5:30 p.m, there being no other business.
