Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG was lead by Police Chief Richard Webb. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Special Meeting Minutes of December 10', 2002 and Regular Meeting Minutes of December 10th, 2002. Councilman Quick moved to approve the Special Meeting Minutes of December l Ot'', 2002 and Regular Meeting Minutes of December I0', 2002, Councilman Kearns seconded. All council members voted in favor of motion. ADMINISTRATION OF POLICE OFFICER OATH to Adam W. Anderson, Matthew P. Galloway and Paul D. Gilbert. Police Chief Richard Webb introduced the police officers to Mayor Cotant and Council. City Clerk Ron Conlin administered the Police Officer Oath to Adam W. Anderson, Matthew P. Galloway and Paul D. Gilbert. PUBLIC HEARING - Police Chief Richard Webb stated the Police Department is in the process of obtaining and installing a radio repeater and base station for a new primary frequency. The old primary frequency is no longer usable, and has used up its life expectancy. The Chubbuck Police Department obtained grant assistance for equipment through the 2002 Local Law Enforcement Block Grant Program. The total amount of the project is $9,600 with the federal government picking up $7,237. of the amount. The matching amount will be paid from the Chubbuck Police Department Budget. Discussion about crime rate in the City of Chubbuck. Councilman Quick moved to accept the 2002 Law Enforcement Block Grant in the amount of $7,237 presented by Police Chief Webb, Councilman England seconded. All �' council members voted in favor of motion. 3 COUNCIL MEETING MINUTES - (cont.) January 14th, 2003 FINAL PLAT - GARDEN PARK SUBDIVISION, 2ND ADDITION - Dan Long, Snake River Surveying presented the Garden Park Subdivision Final Plat. Ken Pape, Garden Park Subdivision, 2nd Addition developer was present. PWD Smart recommended the Garden Park Subdivision, 2"d. Addition be approved. Councilman Gunter moved to approve the Garden Park Subdivision, 2nd Addition Final Plat as presented, Councilman Quick seconded. All council members voted in favor of motion. DESTRUCTION OF SCANNED PUBLIC WORKS DEPARTMENT DOCUMENTS - Public Works Department presented a list of scanned PWD documents to be destroyed, (attached). Councilman Quick moved to approve destruction of scanned Public Works Department documents as presented, Councilman England seconded. All council members voted in favor of motion. CITY PURCHASE ORDER PROCEDURE DISCUSSION - Councilman Kearns presented some examples the State of Idaho uses that works well. Councilman Kearns suggested the City at least follow the State guidelines for purchasing. Staff will meet and develop guidelines for purchasing and purchase orders for Council review and approval. APPOINT CITY REPRESENTATIVE TO "VALLEY PRIDE" EXECUTIVE COMMITTEE - Mayor Cotant stated he has a request the City appoint a representative to the Valley Pride Executive Committee. Mayor Cotant appointed Councilman Kent Kearns to represent the City of Chubbuck on the Valley Pride Executive Committee. COMMUNITY PROFILE BOOK - Mayor Cotant stated Jenny Mason, Village Profile contacted him about the City of Chubbuck having an ad in Community Profile Book advertising the Greater Pocatello Area. January 10, 2003 CLAIMS - December 24th, 2002, December 31St, 2002 and January 14t'', 2003 computer print -out claims presented to Mayor Cotant and Council. Councilman Quick moved to approve computer print -out claims as presented, Councilman Gunter seconded. All council members voted in favor of motion. GENERAL DISCUSSION - Richard Marley, 5150 Stuart stated on February 12`'', 2002, Mayor Cotant said he was going to talk to Attorney Holmes about the City requiring a secondary water system on new developments in the City. Mr. Marley stated the City is going to be short of water, the sooner something like this is implemented the better. Attorney Holmes stated, if the City is going to do this, we need to be prepared to have the plan to put in place, not just for new subdivisions, but throughout the City. Attorney Holmes stated the funding and plan are the most important steps. 2. Councilman Gunter stated he noticed residents in Victorian Village have filled in their swells that were required. PWD Smart said he will check out. At 8:30 p.m, Councilman England moved, Councilman Kearns seconded, with full council approval to adjourn meeting. � _ Ron C.
