October 25, 1979
Minutes of the adjourned council meeting of October 23, 1979 held in
the city municipal building October 25, 1979.
Present: Mayor John O. Cotant, Jr., Councilmen Dwain A. Kinghorn, LeRoy
S. Quick, Boyd L. Fullmer, Earl L. Romriell, Engineer Steven M. Smart
and City Clerk Vera C. Armstrong.
Meeting called to order at 5:00 P.m. by Mayor Cotant.
CHUBBU£K~CITY SHOP BIDS-The following bids were received and opened:
Briggs Builders Inc. = $35,651.00; Aspen Building Systems = $35,645.00;
Steel Systems, Inc., Alternate #1 = $50,000.00, Alternate #2 = $43,237.00;
Steel Systems, Inc. bid includes foundation and insulated windows.
Q-Span Builders, Inc. = $36,890.00.
Bids were taken under advisement for comparison, to make the necessary
deletions of foundation, etc. so that bids will be comparable.
FUND INVESTMENTS - City Clerk disclosed to mayor and council of her
contemplated investment of the following amounts into time certificates
of deposit; $19,950.00 - Highway, Streets and Roads Capital Improvements
Fund; $3,000.00 - Sewer Reserve Fund; $4,570.00 - Water Bond Reserve.
COMPUTER BID PRESENTATIONS - The following bidders made presentations on the
computer machines they bid; Burroughs, by Dana Lloyd; NCR, by Don Hess;
CSD, by Bruce Armstrong; IBM, by larry Richeson and Jim Peterson.
GENERAL DISCUSSIONS:
1. Fence at Briarwood mobile home court.
2. Business License Ordinance review.
3. Liquor License Ordinance review.
4. Mobile Home Court Development.
MOBILE HOME COURT DEVELOPMENT - Councilman Quick made motion to provide for
a moratorium on trailer park development subject to further study, and
an amendatory ordinance being drawn up establishing Mobile Home Court
provisions. Councilman Romriell seconded motion. All councilmen voted
in favor.
Councilman Kinghorn moved, Quick seconded, with full council approval
adjourn at 8:15 p.m.
