COUNCIL MEETING MINUTES
March 28, 1979
Minutes of a recessed meeting of March 27, held in the city municipal building
March 28, 1979.
Present: Mayor John O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A.
Kinghorn, LeRoy S. Quick~ Councilman Earl L. Romriell excused.
Also present: Kent Parrish, Max Parrish, Bart Parrish, and Rodney Parrish.
Meeting called to order at 4:50 p.m. by Mayor Cotant.
SALE OF CITY PROPERTY AND CITY DEVELOPMENT PLANS - Mayor Cotant informed
those present that the city does not feel financially able to build
a new city complex at the present,time, the 1% initiative putting a
damper on any bonding possibilities.
Mayor Cotant said the city has considered many possibilities and the city
tends to be favorable of staying at the present location, however, the
city would be interested in obtaining the acre north of the present city
building which is owned by the Parrishes. The Mayor further said the
city would be interested in a trade of the acre north of city building
for the back four acres at 4545 Yellowstone.
Bart, Max, Kent, and Rodney Parrish were not favorable of the proposal
made by Mayor Cotant and made the following counter-proposal. They
will purchase at the price they formerly bid, or if city will have
independent appraisers appraise property at 5164 Yellowstone, the front
acre at 4545 Yellowstone, the back four acres at 4545 Yellowstone and
then trade properties according to the appraised values.
After considerable discussion, Mayor Cotant said the city has made a
proposal and the Parrishes have made a proposal. Mayor suggested that
both parties consider the two proposals and arrange to meet again and
discuss same.
Councilman Quick moved, Fullmer seconded with council approval that meeting
adjourn at 6:10 p.m.
