Cotant, Jr., Councilmen Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Romriell, Boyd L. Fullmer attended from 8:30 p.m. until adjournment, Engineer Steven M. Smart, City Clerk Vera C. Armstrong. Attorney Donald L. Burnett, Jr. excused. Meeting called to order at 8:05 P.M. by Mayor Cotant. Purpose of meeting is to open bids called for on a backhoe, plus business of general discussion. BACKHOE BIDS: Mayor, council and engineer opened the two bids received and reviewed the bond requirement and specifications. The bids are as follows: G. K. MACHINERY CO. bid a J I CASE 680G, Total price $39,300.00 Less trade-in of 1970 Massey Ferguson 13,000.00 26,300.00 Quotation firm until March 27, Delivery 10 days notification. ELLIOT INDUSTRIAL COMPANY bid a JOHN DEERE J B 510 Total price $39,500.00 Less trade-in of 1970 Massey Ferguson 11,000.00 28,500.00 Quotation firm for 30 days, Delivery complete 30 days from notification. Mayor and council considered the bids and discussed having a demonstration of both machines. Decision was to set up a demonstration with the machines. Tentative agreement was to set the demonstration for Tuesday, March 27 at 4:00 P.M. WATER, SEWER AND SANITATION RATES - Mayor and council reviewed the rates previously studied. The only proposed change was minimum rates and gallons allowed accordingly for 3 inch and larger meters. Also the sewer treatment charge for commercial users over the minimum 10,000 gallons basic usage is presently .12 per thousand, Pocatello city bills the city of Chubbuck $.274 per thousand for this treatment and so it was proposed that this per thousand gallon treatment charge be set at $.30. COURT CASES - Police - Mayor Cotant informed council that Attorney Burnett's legal assistant, Brent Manning, was leaving his law firm and Attorney Burnett recommended that city consider Steven Sam Clark to handle the city police court cases. Mayor and council approved the appointment of Steven S. Clark. CLAIM FOR REPAIR OF SANDING TRUCK - Mayor and council discussed what action to take on a repair bill of $120.00. The repair was necessary because a vehicle owned by a Mr. James Miller was involved in a rear end collision with the sand truck and Mr. Miller did not have insurance. Mr. Miller has been requested to pay this by Attorney Burnett, but refused. Mayor and council decided to submit the bill to the small claims court. CITY BUILDING DEVELOPMENT PLANS - Mayor and council discussed the 57 question of rather the city should consider building a new building or building additional at the present location. A tentative meeting to disucss the sale of city property was set for Thursday at 5:00 city clerk to notify the Parrishes. City Clerk informed mayor and council of the intent to invest $3400.00 in Time Certificates of Deposit with Water Revenue Bond REserve funds.
