COUNCIL MEETING MINUTES
January 16, 1979
Minutes of a special meeting of the city council held in the city
municipal building, January 16, 1979.
Meeting called to order 8:35 p.m. by Mayor JOhn O. Cotant, Jr.
Present: ~Mayor John O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A.
Kinghorn, LeRoy Quick and Earl L. Romriell, Attorney Donald L. Burnett, Jr.,
City Engineer Steven M. Smart and Deptuy Clerk Dorothy L. Ward.
Mayor Cotant asked for any corrections or additions to minutes of January
9, 1979 council meeting. There being none, Councilman Romriell moved to
approve the nimutes as written. Councilman Kinghorn seconded the motion.
The voting was unanimous.
GENERAL DISCUSSION ITEMS:
1. Bannock County Fire Control - What and if the city has a
responsibility to the county for fire control without payment being
guaranteed.
2. Update on new city building - Mayor to contact Dr. Tanabe
with respect to the Tanabe offer. To make citizens aware of need for
a new city building.
3. The Legislature and the 1% Initiative - how it will affect
the city building program.
4. Councilman Romriell said the Mayor and ~ouncil should be aware
of the "Goals and Purposes of Association of Idaho Cities". This is the
policy and guidelines for 1979.
Mayor Cotant said this basically represented th~ goals ~nd ~deas
of the people who were in attendance at meeting of the A.I.C.
5. Councilman Romriell asked that the Council study the "Governors
Economic Developement Conference Grant Program" - Sewer and Water
Extension Study. Councilman Romriell said they were asking the City to
adopt this with their Comprehensive Plan.
6. Mayor needs to know the thinking of the Council on the A.I.C.
and a letter should be sent to the Legislatures on the A. I. C. program.
7. Councilman Romriell asked if public hearings could be held on
L.I.D. while legislature is in progress. Mayor Cotant asked how many
L.I.D. would be needed and where.
Attorney Burnett suggested Engineer Smart make the preliminary work
on the L.I.D.
8. Mayor said there would be a work session Saturday, January 20, 1979,
with the legislatures from this district.
9. Attorney Burnett asked Engineer Smart to report on relationship of
Study and Land Development Ordinances.
10. Del Road annexation.

GENERAL DISCUSSION ITEMS:
11. Mayor Cotant to talk to Fort Hall Irrigation conerning some of
the canals within the city.
12. Computer Print Outs are available on the sewer and water.
13. Sidewalks on Whitaker Road.
14. Councilman Kinghorn said there was a three day Executive Managemant
Training school in Boise, Idaho for Law Enforcement on February 6, 1979.
He said that Chief Stone would like to attend. There is grant funds available
for him to attend this meeting. Mayor and Council gave their approval
for Chief Stone to attend this meeting.
Mayor and Council commended the city employees for their dedication to the
city during the recent cold spell.
Councilman Kinghorn moved to adjourn at 10:50 p.m. Quick seconded the motion.
All voted in favor.
