Minutes of a special council meeting called for the purpose of an employee's
meeting to discuss salaries and othr city business held in the city
municipal building, September 24, 1980.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky Hopkins, Dwain A.
Kinghorn, Earl L. Romriell, LeRoy S. Quick and Secretary Dorothy Ward.
Meeting called to order at 5:05 p.m. by Mayor Cotant.
Purpose of the meeting to discuss salaries and other city~usiness for the
fiscal year 1980-81. Hayor Cotant said the Council had been discussing
salaries for employees and had decided the city could offer a proposed
increase of 8% or $100.00 whichever was larger.
Discussion followed on:
1. Rules Applicable to Annual Leave or Vacation and Sick Leave.
Sick Leave
I (j) 1. Disussed funerals for family members to be time off
rather than sick leave
2. Time off for grandparents funerals
Annual Leave or Vacation
I Holidays falling within vacation period will be counted and
inluded as part of such leave
Councilman Romriell made motion to amend Rules Applicable to Annual Leave or
Vacation and Sick Leave - Sick Leave - 1 (j) Bereavement pay for three days
upon the death of any member of his immediate family, (husband, wife,
children, mother, father, sister, brother, father-in-law or mother-in-law).
Bereavement pay will be given for one day upon the death of grandparents.
Annual Leave or Vacation - 1. Holiday falling within vacation time will
not be part of vacation - or employee can collect extra days pay for the
holiday.
Councilwoman Hopkins seconded the motion.
Councilwoman Hopkins asked to withdraw her second to the motion. ~lotion died
for lack of second.
Councilman Romriell made motion to amend Rules Applicable to Annual Leave or
Vacation and Sick Leave - Sick Leave - 1 (j) Bereavement pay for three days

compensate for holiday, to be come effective October 1, 1980.
Councilman Kinghorn seconded the motion. Hopkins,yes; Kinghorn, yes; Quick,
yes; Romriell, yes.
Other items discussed:
1) If city could give 9% raise
2) Columbus Day as extra holiday
3) Comp time 1½ times for time put in

Councilman Romriell made motion that 1~ compensatory time be given for
regular time put in by city employees~ to become effective October 1, 1980.
Councilman Quick seconded the motion. Hopkins, yes; Kinghorn, yes; Quick,
yes; Romriell, yes.
Mayor Cotant and Councilman Kinghorn explained why it was impossible for city
employees to work in the shop on their own time on their own vehicles.
Fire Chief Bart Parrish presented a plan for increase in compensation for the
Volunteer Firemen. He said he would like to see it more in line with other
departments aroun~the state, ~e said at the present time they were
receiving 7-5 and ~ould like to see them receive !0-7.
Councilman Romriell suggested city establish same rate for firemen as the
other city employees receive each year.
After lengthy discussion it was decided to wait until a comparison of
salaries from other departments could be analysed.
Councilman Romriell moved meeting be adjourned at 7:00 p.m., seconded by
Councilman Quick. All voted in favor.

CALL OF SPECIAL MEETING
CHUBBUCK CITY COUNCIL
Pursuant to Idaho Code Section 50-604 and 50-706, the
undersigned Mayor and members of the City Council of the City
of Chubbuck, Idaho, hereby call a special meeting of the City
Council to be held at the Chubbuck City Offices, 5160 Yellowstone
Avenue at the hour of 5:00 p.m., on this date, the 24th day of
September, 1980.
The object of the special meeting shall be an employee's meeting
to discuss salaries and other city business.
