COUNCIL MEETIHG MINUTES
July 10, 1980
Minutes of an adjourned meeting of July 8, 1980 held in the city municipal
building July 10, 1980.
Present: rlayor John O. Cotant, Jr,, Councilmembers Becky A. Hopkins, Dwain
A. Kinghorn, Earl L. Romriell and Attorney Lynn Winmill, City Engineer
Steven M. Smart and Secret~ry Dorothy Nard
Meeting called to order at 4:50 p.m. by Mayor Cotant.
REVIEW OF GENERAL LIABILITY BIDS:
Attorney Winmill made distinction between false arrest policy and the
general liability on which the bids were made. He said he was unable to o
get a total package of i~formation to make~ determination if the policy

policy without a form that needed to be provided. He said at the present
time it might be wise to carve out the false arrest and accept t4~e2~-~>~
e-f Mr. Fullmer's low bid on general liability insurance.
Mr. Fullmer made a breakdown on the policy as~

Attorney Winmill said this would appear to be the low bid for general
liability..~=~.4)~. He suggested a condition be put upon the acceptance
for he to be given an opportunity to review the actual form which sets forth
the terms and provisions the bid was made on with specifications submitted
ac~dingly. He recommended to go ahead and approve bid subject to review
o~'~rm that Mr. Fullmer will provide to him for false arrest, a determination
to be made at that time.
Attorney Winmill discussed with the Mayor and Council the Lloyds of London
policy and the I.A.C.P. policy on false arrest for the police department.
Councilman Romriell made motion council accept low bid for general liability
insurance from Insurance Desginers with the provision the Mayor and Attorney
Winmill review false arrest policy when forms are received from Insurance
Designers. If at that time it does not appear police false arrest is adequate,
the city will withdraw the amount covering false arrest'from the low bid and
city will accept the I.A~C.P. bid for police false arrest. Ceuncilwoman
Hopkins seconded the motion with council all voting in favor.
