CITY COUNCIL MEETING MINUTES
March 4, 1980
Minutes of the adjourned meeting of February 26 held in the City Municipal
Building March 4, 1980.
Present: President of Council Dwain A. Kinghonr, Councilmembers Becky A.
Hopkins and Earl L. Romriell. Engineer Steven M. Smart, City Clerk
Vera C. Armstrong. Mayor John O. Cotant attended meeting at 9:00 p.m.
until adjournment and Attorney Donald L. Burnett, Jr. attended the
the meeting at 10:00 p.m. until adjournment. Councilman LeRoy S.
Quick excused.
Meeting called to order at 8:10 p.m. by President of Council Dwain
A. Kinghorn.
AMENDMENT TO MORATORIUM ON CONDITIONAL USE PERMITS FOR MOBLIE HOMES OR
PRODUCTION DWELLING COURTS - Mr. and Mrs. Charles T. Munn were present
and also John Merzlock, a realtor.
Mr. and Mrs. Munn are interested in purchasing a lot from Earl Cellan
and place a trailer upon the lot. Mr. Cellan has a trailer on the lot
presently, the ordinance requires the new purchasers to apply for a
conditional use permit to place their trailer on the lot.
The city council placed a moratorium on receiving of conditional use
permits on mobile homes or production dwelling courts January 8, 1980,
the moratorium is for 120 days.
Attorney Burnett told council at a previous meeting they could amend
the moratorium to all city to receive applications for conditional
use permits to replace a trailer on a lot that presently has a mobile
home on and is presently a non-conforming use.
Councilman Romriell moved to amend the mobile home moratorium to allow
conditional use permit applications on exchange of mobile homes on lots
that are presently a non-conforming use and have had previous approval.
Councilwoman Hopkins seconded motion and Councilmembers Hopkins, Kinghorn,
and Romriell all voted in favor.
PUBLIC HEARING - AMENDMENTS TO LAND USE ORDINANCE -(adjourned from Feb. 26
meeting)
1. Whether the ordinance should be amended to allow the use of portable
signs, to alter the limitations on projecting signs and to change the
regulations governing free-standing on-premises signs.
Councilman Romriell recommended the following changes.
1) Section 3-4, (1) 1, E, page 22., to read "No sign shall be placed
on the roof of any building, except those signs whose supporting
structure is properly painted and maintained.
2) H, page 23, the following wording to be added "that would prohibit
or hinder access to the fire escape.
3) J, page 23, deleting in its entirety or changing to all leased
signs.
4) Same section, 3, D, page 25, sign be located no closer than 10
feet to any adjoining lot and a zero setback from street right-of-way.
5) Ordinance be changed so council can waive sign requirements
if so desired.

1. Clean-up of the old Myrtle's Place.
2. Catering permit applications coming in late.
Councilman Romriell moved, Hopkins seconded, with full council approval
that meeting adjourn at 10:50 p.m., and that public hearing on Land
Use Amendments adjourn until after the regular scheduled items on the
agenda of the regular March 11 j~~
