Minutes of a regular council meeting held in the city municipal building
January 15, 1980.
Present: Mayor John O. Cotant, Jr., Councilwoman Becky A. Hopkins, Councilmen
Dwain A. Kinghorn, LeRoy S. Quick, and Earl L. Romriell, Engineer Steven
M. Smart and City Clerk Vera C. Armstrong.
Meeting called to order at 8:10 p.m. by Mayor Cotant.
CRIME PREVENTION REPORT - Randie L. Barthlome, Pocatello Crime Prevention
Officer gave a report of the crime prevention program they have in use.
Officer Barthlome told mayor and council to work the program effectively
the city should have a full time coordinator. Officer Barthlome added
that citizens are interested in crime prevention and to keep citizens
involved and the interest up, the program has to be kept active. She
offered the service of their department in implementing the program.
Mayor Cotant thanked Officer Barthlome for g~ving her presentation and
for her offer of further assistance to city.
Chief Stone and Officer Sandusky were also present and discussed the
value of the new strong beam flashlights they are ordering and also
the advantage of having an extra battery in each of the police cars.
Council were favorably impressed with purchase of these two items.
NORTH BANNOCK COUNTY FIRE PROTECTION DISTRICT - John Whitaker, Stephen Reeve,
fire commissioners and their attorney, Bob Eldredge, Jr., were present.
A general discussion was held concerning the city of Chubbuck providing
fire protection to the Northern Bannock County Fire District and the
possibility of a four year contract.
Fire protection for the Pocatello Valley Fire District was also discussed.
Attorney Eldredge told mayor and council that in contracting for fire s'er~ce
the city has the option to provide protection to the house fires only.
Attorney Eldredge added that the city would have a lien on the property
protected if they chose to offer fire protection to grass fires at a later
date.
John Whitaker requested the city provide the district with a list of
locations in the county that the city has provided fire protection to
since their contract became effective.
McKee's Feed and Garden - William McKee was present and told the mayor and
council of their need to acquire a building permit so the proposed McKee's
Feed and Garden Store could be in operation by April 1, 1980.
The business development falls under the platting requirement of the Land
Development Ordinance. Engineer Smart informed mayor and council there
is a provision for waiver of the platting requirement and Mr. McKee is
requesting a waiver of the platting requirement for his commercial
development. The ordinance provides for the Land Use and Development
Commission and the Council to consider the waiver request.
Mr. McKee informed mayor and council his store would be strictly a
retail store.
Mayor and council decided it would be best if the Land Use and Land
Development Commission met to consider the request of waiver of the
platting requirement. A tentative date of January 17 was set for the
Land Use and Land Development to meet.

GENERAL DISCUSSIONS:
1. Baseball recreation meeting needed soon.
2. Organization of Citizens Advisory Board.
3. Possible organization of representatives of the businesses within the
city.
4. City's need to push the highway widening project.
5. Construction of council table. Council in agreement to have a circular
council table built so that each member would have visual contact with
other members during discussions and business of meetings.
6. Day Care Center in Bunce Subdivision, Mayor Cotant to invite the
party concerned to the next council meeting.
Councilwoman Hopkins moved, Romreill seconded, with full council approval
that meeting adjourn at 11:30 p.m.
