COUNCIL MEETING MINUTES
November 17, 1981
Minutes of the adjourned council meeting of November 10, held in the
city municipal building, November 17, 1981.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Romriell, Attorney Donald
L. Burnett, Jr., Engineer Steven M. Smart, and Vera C. Armstrong.
Meeting called to order at 7:10 p.m. by Mayor Cotant.
LAND USE AMENDMENTS - LAND USE ORDINANCE - Rough Draft
The following items were studied and discussed.
1) Animal Care Site - Definition and where to allow.
2) Kennels - Definition and where to allow.
a) Consensus was that over three dogs constituted a kennel.
b) Consensus was that a maximum of three dogs would be
allowed at all residences or any other place that was
not a kennel.
c) A kennel would be allowed conditionally only in commercial
and industrial zones.
3) Dog license fees - Consensus was to increase dog license fees to the
following; $10.00 fee for spayed or neutered dogs; $20.00 fee for
dogs that haven't been spayed or neutered.
Councilman Romriell moved, Quick seconded, with full council
that meeting adjourn at 10:00 p.m.
