Minutes of the adjourned council meeting of October 13, 1981 held in the
city municipal building, October 20, 1981.
Present: Mayor John O. Cotant, Jr., Councilembers Becky A. Hopkins,
Leroy S. Quick, Earl L. Romriell, Attorney Donald L. Burnett, Jr.,
City Engineer Steven M. Sr0art and Secretary Dorothy L. Ward. Councilman
Dwain A. Kinghorn joined the meeting at 7:45 p.m.
Meeting called to order at 7:20 p.m. by ~yor Cotant.
GENERAL BUSINESS:
~yor Cotant explained to the city council the need of the ordinance on false
alarms.
Jerry Rowland,of the Chubbuck Police Department, explained how the alarm
system worked at the Pine Ridge Mall stores and how the response team
was dispatched. He said a power outage will trigger the alarms and the
officers that respond always wait for the responsible person to arrive
to reset the alarms.
The Council discussed the false alarm provision in the ordinance which allows
for businesses to be charged after three (3) false alarms are reported in
a six (6) month period. The council discussed if this provision should be
based on a calender year, to notify the businesses and to start charging
after the first of the year.
Attorney Burnett made the corrections in the ordinance that the council and
police department had requested. Attorney Burnett then read the Ordinance
prohibiting the sounding of False Fire, Burglary or Robbery Alarums in its
entirety.
Becky Hopkins made motion to suspend the rules of reading Ordinance prohibiting
sounding of False Fire, Burglary or Robbery Alarms on three seperate
occasions. Councilman Rc~riell seconded the motion. Mayor Cotant asked for
~ a roll call vote, Hopkins, yes; Rcmriell, yes, Quick, yes and Kinghorn, yes.
~$o~-c~ilwoman Hopkins made motion to adopt the Ordinance prohibiting the sounding
of False Fire, Burglary or Robbery Alarms. Councilman Romriell seconded the
motion. ~.~yor Cotant asked for roll call vote, Hopkins, yes; Kinghorn, yes;
Quick, yes, Romriell, yes.
Councilman Kinghorn presented two requests from the Police Department for a
Bomb ~_[7reat Seminar for Officers Rowland and Phelps and an Idaho Fraud
Investigators, Fall Seminar, for Officers Rowland and Webb.
Councilman Romriell made motion to approve Officers Rowland and Webb to attend
Idaho Fraud Investigators Seminar and Officers Rowland and Phelps to attend
a Bomb Threat Seminar. Councilwoman Hopkins seconded the motion, with all
council members voting in favor.

Councilman Kinghorn then presented items that had been budgeted for the
Police Department that need to be ordered:
1. GE Portable Radio
2. Card File Cabinet
3. Slide Projector
4. Carrying Case for Shotgun
5. Now Storm Door for front of Police Station
6. To consider ren~deling the garage at the Police Station for use by
Crime Prevention, if Police are to stay in present location.
7. Metal Storage Cabinets.
8. Individual locks on present cabinet for lock up of evidence.
The council discussed the needs of the items listed and they decided they
would visit the Police Station to determine how the garage could be
remodeled.
Councilman Romriell made motion to approve above items for purchase,
subject to Councilman ~Quick reviewing the type of Card File Cabinet and
the Projector. Councilman Quick seconded the motion, with all council
members voting in favor.
General Discussions:
1. Chubbuck & Yellowstone intersection.
2. Widening of Yellowstone in front of proposed Buttery- Osco development.
3. Street lights at Isaac & Yellowstone.
4. Street lights at Elizabeth & East Chubbuck Road.
5. The filling in of barrow pits and making turn bays into Paradise Acres.
The Council than discussed pay increases for the city employees for ~e fiscal
year of 1981 and 1982.
Councilwoman Hopkins said she felt the additional holiday requested by city
employees should be considered; that the request had bean made also last
year and they had been told the Council would look into it, yet nothing had
been settled. Several additional holidays were discussed that might be
considered. The Council agreed for the holiday to be the employee's
birthday mightworkbest, especially in the Police Department and the
Sanitation Department.
Councilman Kinghornmademotion that the following raises be give-n:
1. Vera Armstrong,Arnold Stone and Jerry Rowland be givan a 10% raise.
2. Richard Webb To receive advancemant in rank, and raise previously
agreed on.
3. Other ~oliee to receive a 8% raise.
4. Maintenance to receive a 7% raise.
5. No holiday to be given.
Motion died for lack of a second.
Councilwoman Hopkins made motion that the following raises be given: 1. VeraArmstrong, Arnold Stone and Jerry Rowland be given a 10% raise.
2. Richard Webb to receive advancemant in rank, and raise previously
agreed on.
3. Other police to receive a 8% raise.
4. Maintenance to receive a 7% raise.

Councilwoman Hopkins also made motion that the employees be given an
additional holiday, which would be their birthday. If birthday falls
on a holiday or week end, the employee to take the closest working day
to holiday or week end.
CounciLman R~mriell seconded the motion. ~yor Cotant asked for roll call
vote. Hopkins, yes; Kinghorn, no; Romriell, yes; Quick, yes.
Councilwoman Hopkins said she would like to go on record that Police Chief
Arnold Stone had been called in to answer questions by the Council and
she felt it was unfair to attack him.
Mayor Cotant said he had talked to Lynn Winmill about being city attorney,
he said he felt Mr. Winmill was capable and would ~eet the city's
needs. He said Mr. Winmill had asked for a $25,000.00 retainer fee
per year, unless the city would become involved in heavy litigation,
then they would have to look into an additional fee.
Councilman Kinghorn said he felt Mr. Winmill would do a good job for
the city.
Attorney Burnett said he felt Mr. Winmill very capable and would do a good
job for the city. He also asked the city to place ~{r. Winmill on the
Blue Cross insurance plan, the same as he had been on.
Councilman Romriell made motion to ratify the appointment of Lynn Winmill,
as city attorney, upon the resignation of present city attorney, Donald
L. Burnett, Jr. Councilman Kinghorn seconded the motion, with all
Council Members voting in favor.
Motion was made to adjourn at 10:30 p.m. by Councilwoman Hopkins, seconded
by Councilman Kinghorn, with all Council Members voting in favor.
