Minutes of the regular council meeting held in the city municipal
building July 28, 1981.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky
A. Hopkins, Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Romriell,
Attorney Donald L. Burnett, Engineer Steven M. Smart and City
Clerk Vera C. Armstrong.
Meeting called to order at 9:00 p.m. by Mayor Cotant.
Mayor Cotant asked for corrections or additions to minutes of July 14,
1981.
There being nones Councilman Kinghorn moved to accept July 14 minutes as
written. Councilman Romriell seconded motion, voting was unanimous in
favor of motion
APPLICATION FOR RETAIL BEER LICENSE for Chubbuck Gas, 4759 Yellowstone.
LeeseOil Company, James B. Leese, owner, and LaRee Nield, service
station manager have applied for the license and were present at
meeting. Chief Stone has approved the license application.
After reviewing application, Councilman Romriell moved to approve the
retail sale of beer license for Chubbuck Gas, 4759 Yellowstone. Council-
woman Hopkins seconded motion. Vote was unanimous in favor of motion.
CROSSWALKS ON WEST CHUBBUCK ROAD - Mr. and Mrs. Wilbur Chitwood, 639 W.
Chubbuck Road, informed council that the crosswalks on West Chubbuck
Road are not legal crosswalks because of the fact they are not properly
marked in advance of crosswalk. Mr. Chitwood asked if city would consider
properly signing the street so the crosswalks would be legal and
effective.
Mayor Cotant said the city would study what the requirements are on
signs for crosswalks and endeavor to get them properly marked.
INTERAGENCY AGREEMENT FOR FIRE LINE WATER SUPPLY SERVICE - CHUBBUCK/POCATELLO
AND CHUBBUCK/PINE RIDGE MALL AGREEMENTS.
Engineer Steven Smart read the agreements and noted to council the
changes requested by the City of Pocatello and Pine Ridge Mall.
Councilman Kinghorn moved to authorize the Mayor to enter into the
Chubbuck/Pine Ridge Mall agreement with corrections as noted by Engineer
Smart and to the satisfaction of Engineer Smart and Attorney Burnett.
Councilwoman Hopking seconded motion. Vote was unanimous in favor of
motion.
Councilman Romriell moved to authorize the Mayor to enter into the Chubbuck/
Pocatello Agreement with corrections as noted by Engineer Smart and
to the satisfaction of the Engineer and Attorney Burnett. Councilman
Quick seconded motion with all councilmembers voting in favor.

HERITAGE WEST #1 - ACCEPTANCE OFFER OF DEDICATION RELATING TO LAND, STREETS
AND UTILITIES in the final recorded plat of Heritage West No. I.
Councilman Romriell moved to authorize Mayor Cotant to sign an offer
of dedication on lands, street development and utilities in the Heritage
West No. 1 Subdivision after receipt of deed to the City of Chubbuck
on Lot 1, Block 1, Heritage West No. 1, for the development and construct-
ion of a city well. Councilman Kinghorn seconded motion, vote was unanimous
in favor of motion.
ADDITIONAL CLAIMS presented to Mayor and Council. Kermit Morrison, baseball
commissioner, has requested approval of two claims; $100.00 to Blackfoot
Little Leage for two Chubbuck teams to attend their tournament, also,
$500.00 to Kermit Morrison, amount needed to pay baseball umpiring for
the Chubbuck Invitational Tournament.
Councilman Kinghorn moved to approve the additional claims as presented
for Blackfoot Little League tournament and fees for umpiring the Chubbuck
Invitational Tournament. Councilman Quick seconded motion, all councilmembers
voted in favor of motion.
GENERAL BUSINESS DISCUSSION:
l) Caring for dogs after hours and on week-ends.
2) Ordinance enforcement.
3) Total revision of Land Use Ordinance - Attorney Burnett has prepared
a rough draft for review by mayor and council.
4) Personnel policy.
5) Budget preparation.
6) Pine Ridge Mall Grand Opening.
7) Screening of Pine Ridge Mall parking lot.
8) Sewage Treatment south of 1-86.
9) Review of Codification Books.
Councilman Kinghorn moved, Romriell seconded, with full councilme~?bers
