July 14, 1981
Minutes of the regular council meetJmg held in the city mnicipal building
July 14, 1981.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Rcmriell. Attorny Lynn
Winmill, Engineer Steven M. Smart and Deputy Clerk Dorothy L. Ward.
Meeting called to order at 8:00 p.m. by Mayor Cotant.
Mayor Cotant asked for any additions or corrections to the minutes of June 23,
1981. There being none, Councilman Kinghornmoved to approve the minutes
of June 23, 1981. Councilman Rcmriell seconded the motion with all voting
in favor of them orion.
DESI(~q REVIEW - the council discussed the the items on the agenda pertaining
to the sign ordinance requirenmnt to have a design review of existing signs
in order to comply.
Councilwoman Hopkins made mtion to accept the Design Review of Me-n-Ed's Pizza
Parlor permanent sign. Councilman Quick seconded the motion, with all
voting in favor.
Councilwoman Hopkins made motion to accept the Design Review of Taco Bandido
permanent sign. Councilman Kinghorn seconded the motionwithall
voting in favor.
CounciLman Kinghorn made motion to accept Design Review of the pertinent signs
of the John Price Development and Impact Sign Company for signs at the
Pine Ridge Mall subject to the conditions asked for by the Land Use &
Development Commission which consisted of: sign to be set back a
minimum of fifteen feet from Yellowstone Highway right-of-way and a
minimum of ten feet from curb on access road. Councilman Quick seconded
the motion. All counciLme_mbers voted in favor.
CHUBBUCKVOLUN'±'EER FIRE DEPARTMENT - Fire Chief Bart Parrish thanked the
mayor and council for their support, especially for the opportttnitygiven
to attend the fire school in Twin Falls for the firemen end for him to
attend the Fire Chief School.
Discussion followed on the paging system and the response of the fire fighters.
Fire Chief Parrish reviewed a recent fire with the mayor and council
r~rs.
Councilman Romriell made motion a directive be given to Mayor Cotant, to
contact Bannock County Sheriff, Carl Croft, that fire department be
dispatched inmediately on report of a fire, Councilman Quick seconded
the motion with an unanimous vote in favor of motion.
Councilwon~n Hopins made mtion to accept the Design Review of the Chubbuck
Car & TRuck Wash Sign. Councilman Quick seconded the motion with all
voting in favor.

Councilwoman Hopkins made motion to accept the Design Review of the
permanent sign of the Five Mile Inn . CounciLman Quick seconded the
notion with all voting in favor.
Councilwoman Hopkins made ration t~accept the Design Review of the
permanent sign of the Dalee "0" Drive In Sign. Council~n Quick seconded
the motion with all council members voting in favor.
APPLICATION FOR BEER LICENSE - Leese Oil Co., DBA as Chubbuck Gas requested
a beer license to sell bottled or canned beer, not to be cons~ned on
premise, at 4759 Yellowstone.
Councilwoman Hopkins made motion to ~sble this item until proprietor was present.
Councilman Quick seconded the motion with an unanimous vote in favor of
motion.
CLA/~ - BROKEN WINDSHIELD BY BASEBALL AT TYHEE BASEBALL FIET~ - June 24, 1981,
Councilman Pomriell mde motion to turn claim into the city insurance carrier,
Insurance Designers. Councilman Quick seconded the motion with all voting
in favor.
BALL - Boyd Fullmer was present and reviewed the Tee Ball expenses and
the children that had participated this sur~aer.
REQUEST NOT TO USE CITY OF CHUBBUCK GARBAGE DISPOSAL - Sea Galley Restaurant bas
written a letter requesting to contract with Snake River Disposal Company
for their garbage disposal.
Discussion followed on providing services to business on a six and seven
day basis; expense of the truck, tires and providing for large dumpsters.
Council members instructed Engineer Smart to look into providing services to
the Sea Galley Restaurant on a two month basis.
CLAIMS TO BE PAID IN JULY were reviewed by ~4ayor and Council.
After reviewing claims Councilman Kinghorn~oved to approve claims as presented.
Councilwc~an Hopkins seconded motion with all councilmembers voting in favor.
Councilwoman Hopkins moved to pay the additional claims. Councilman R~mriell
seconded the motion with all voting in favor.
