Council Meeting Minutes
February 17, 1981
Mintues of the adjourned meeting of February lO held in the
city municipa~ building, February 17, 1981.
Present: Mayor John O. Cotant, Jr., Councilmembers Dwain A.
Kinghorn, LeRoy S. Quick, Becky A. Hopkins, Attorney Donald
L. Burnett, Jr., Engineer Steven M. Smart, Building Inspector
Dan R. Stuart and City Clerk Vera C. Armstrong. Councilman
Romriell excused.
Meeting called to order at 7:45 p.m.
ORDINANCE ADOPTING (with amendments) the 1979 Edition of the
Uniform Sign Code read in full by Mayor Cotant. The ordinance
was reviewed in it's entirety.
Mayor and council discussed sign permit fees with a decision
to use the Uniform Building Code fees, and amend the U.B.C.
fees to set the minumum permit fee at $20.00.
Reading of ordinance accepted as first reading.
CHANGE OF CITY BOUNDARY CONSIDERATION - Pocatello and Chubbuck
City officials have been discussing a change of property boundaries,
with Pocatello city annexing and City of Chubbuck disannexing
a parcel of property that lies on the western portion of Pocatello
Industrial Park property. Chubbuck city cannot serve this portion
of property with sewage service. Council favorable to this
property boundary change.
REVIEW OF SEWER AND WATER EVALUATION STUDY from Forsgren-Perking
Engineering firm.
Mayor and council discussed the proposal and decided to investigate
into availability of grant funding. City will study the need
further and budget for the study if need for same is determined.
MOBILE HOME STUDY - Manufactured Mobile Homes - Building INspector
Dan Stuart gave a report on a manufactured home seminar he attended
in Boise recently.
The mayor, council and others discussed circumstances relating
to placement of mobile home or manufactured housing and the
bills thata~ing introduced in the current legislature regarding
same. Councilwoman Hopkins suggested the city extend the moratorium
on placement of mobile home and mobile home development until
after the legislature adjourns, then the city will know if changes
are being made at the state level.
RESOLUTION #1-81 extending a moratorium on new placement of mobile
homes outside existing courts and creation of new courts read
in full by Attorney Burnett. Moratorium to be extended until
60 days after adjournment of the present legislative session.

RESOLUTION #l-S1 continued - Councilman Quick moved to adopt
Resolution #1-8] extending the moratorium on new placement of
mobile homes outside existing courts and creation of new courts.
Councilwoman Hopkins seconded motion. Roll call vote: Hopkins,
yes; Quick, yes; Kinghorn, yes.
FIRE LINE WATER SUPPLY INTERAGENCY AGREEMENT read in full by Mayor
Cotant. This interagency agreement provides that the City of
Pocatello wi]] furnish a supply of water from an eight inch
connection to Pocatel]o's water system in order to provide fire
flows to the complex of buildings known as the Pine Ridge Mall
in Chubbuck.
Councilwoman Hopkins moved to authorize the Mayor to enter into
the Water Supply Interagency Agreement with Pocatello. Councilman
Kingborn seconded motion with an unanimous vote in favor of
motion.
Mayor Cotant adjourned meeting at 10:25 p.m.
