March 23, 1982
Minutes of the regular city council meeting held in the city municipal
building March 23, 1982.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Attorney D. James
Manning, Public Works Director Steven M. Smart and City Clerk Vera
C. Armstrong.
Meeting called to order at 7:10 p.m. by Mayor Cotant.
Invocation given by Bishop Dean J. Groesbeck, 48th Ward, Pocatello North
Stake.
Mayor Cotant asked for corrections or additions to minutes of March 9
and March 16.
Councilman Quick moved to approve minutes of March 9. Councilman
Kinghorn seconded motion. Vote was unanimous in favor of motion.
Councilwoman Hopkins moved to approve minutes of March 16. Councilman
Nield seconded motion. All councilmembers voted in favor of motion.
INQUIRY AS TO PLACING SINGLE WIDE MOBILE HOME ON LOT 1 BLK 1, Mobile
Manor Subdivision - W. H. Henry has inquired of the city in regards
to placing a single wide mobile home on a lot he proposes to purchase.
The lot is one of twelve lots facing Chubbuck Road which were zoned
.Residential (R-2) in the original platting of Mobile Manor. Several
years later Max Parrish requested the lots be rezoned Residential
R-2T for the placement of trailers. The council did rezone the lots
after restrictive covenants were drawn up requiring double wide mobile
homes with roof pitch 2-12 be placed on the lots with a minimum 1,000
square footage area, with homes place paralell to Chubbuck Rd.
Mayor and Council said they would like to see the restrictive covenants
upheld. Mayor Cotant also remarked that the city was not personally against
Mr. and Mrs. Henry placing a mobile in the area. Mr. Henry was told
that restrictive covenants are private contractural agreements that
the city do not become involoved with.
ACCEPTANCE OF ELECTION OF FIRE CHIEF AND ASSISTANT FIRE CHIEF - Mayor
Cotant informed council that Councilwoman Hopkins and he had attended
the election of Fire Department officers the past week and the fire
department by-laws call for the council to approve the election Of Bact
Parrish as Fire Chief and Eldon Muir as Assistant Fire Chief.
Councilman Quick moved to approve the election of Bart Parrish as Fire
Chief. Councilwoman Hopkins seconded motion with an unanimous vote
in favor of motion.
Councilwoman Hopkins moved to approve the election of Eldon Muir as
Assistant Fire Chief. Councilman Nield seconded motion. All council-
members voted in favor of motion.
Councilwoman Hopkins gave a short report of election, fire department
meetings and two fire calls she had observed that the fireman responded
to.

PURCHASE ORDERS - After a discussion concerning purchase orders, Councilman
Kinghorn moved to have Mayor Cotant draft a letter to all Department
Heads reminding them that all purchase orders over $100.00 must be
approved by the councilmember over their department~ any deviation
from this policy, the purchase order and invoice will be referred back
to the individual signing the purchase order.
LAND USE ORDINANCE DRAFT - Discussion on Land Use Ordinance, Page ll to
17, with particular concern and discussion on supplemental controls
(c) page llA and (h) Production building cluster arrangements, page
15 and 16.
AT 10:lO p.m., Councilman Kinghorn moved to adjourn meeting until 7:00
p.m. March 30. Councilman Quick seco~ed motion with full council
approval. ~
