October 28, 2008
Minutes of a regular council meeting held at the Chubbuck City Council Chambers, October 28,
2008.
Present: Mayor Steven M. England, Council members Kent Kearns, Dennis Stoddard, Rebecca
Ponkow, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart, City
Treasurer Richard Morgan. Councilman Kermit G. Morrison and City Clerk Ron C.
Conlin were excused.
PLEDGE ALLEGIANCE TO THE FLAG was led by Tray Mitton, Troop 337.

INVOCATION was given by Bishop Thomas Nield, Chubbuck Stake 10 Ward, The Church of
Jesus Christ of Latter-Day Saints.
APPROVAL OF MINUTES - Mayor England asked for corrections and additions to the regular
meeting minutes of October 14, 2008.
Councilman Kearns moved to approve the regular meeting minutes of October 14, 2008,
subject to, on page 125, Council member Ponkow seconded the approval of the claims
instead of Councilman Kearns, Councilman Stoddard seconded. All council members
present voted in favor of motion.
KRISTEN MEDINA WOULD LIKE TO TALK TO CITY COUNCIL ABOUT HIRING AN
ADDITIONAL KENNEL WORKER - Mayor England stated he has had occasion to speak with
Kristen Medina in regards to the animal shelter, one of the determinations that has come
about is that the City will be formulating a citizen’s advisory committee to advise the
Mayor and Council in relation to the animal shelter.
Kristen Medina , 4781 Misti Ave asked that adjustments be made in the budget to rectify
the current situation. Mrs. Medina stated she has worked on a proposal to add two
additional part time staff members and a dog run that will allow a place for the dogs.
Kristen Medina stated she is starting a 501c3, (non-profit organization) to help.
Mrs. Medina stated her goal is to contribute to the construction of a new and bigger
shelter on the Park Lawn Ave land. Mrs. Medina stated she will keep Mayor England and
Council informed on how the project is going.
Councilman Kearns suggested this be coordinated with the requested bark park. The City
has not heard back on the bark park.

KRISTEN MEDINA WOULD LIKE TO TALK TO COUNCIL -
Kristen Medina discussed why she thinks a dog run is needed.
Tyler Medina expressed concern about health and safety concerns for the animal control
officers that work in this environment.
Terry Floyd, 815 Bitterroot Drive, Pocatello stated that they do not live in Chubbuck, but
she is in support of Kristen Medina's ideas and offered any help her group can give.
CLAIMS - Computer print -out claims presented to Mayor England and Council.
Discussion about purchase of electric car.
Councilman Kearns moved to approve the computer print -out claims as presented,
Council member Ponkow seconded. Roll Call Vote: Kearns, yes; Ponkow, yes; Stoddard,
yes; Morrison, absent.
At 8:00 p.m, Councilman Stoddard moved, Council member Ponkow seconded, with full council
approval to adjourn meeting.
GENERAL DISCUSSION -
1. Gary Cottrell, Chubbuck Fire Department presented an equipment grant the Chubbuck
Fire Department received.
