REVIEW COMMITTEE APPROVAL PROJECT TITLE: Del Monte Retail/Production & Reception Center. LOCATION: 4170 Hawthorne Road. PURPOSE OF REVIEW: Site Plan review. Present: Attorney Thomas J. Holmes, Paul Andrus, Larry Kohntopp, Ron C. Conlin, Randy Severe, Ray Griffin, Merlin Miller and Sean Harris. Contractor Mark Brown, Lee Dille and Jim Woodland, Homes Specialists was present to present the site plan. Lee Dille explained what the owner plans for the property and building. There will be some deliveries by box and semi-trucks. Discussion about the two accesses requested on Hawthorne Road. Design Review felt because of Access Management Policy there should be only one access allowed. Mr. Dille stated he will take the request for one access back to owner, Mr. Dille stated the owner will probably not like one access eliminated. Mr. Dille was told radius curb accesses are required on Hawthorne Road. Mr. Dille stated the owner is working with Pine Ridge Mall in regards to an access to east. Discussion about parking requirements, the site plan shows 104 spaces, the city's parking requirement is 153. Discussion about Mr. Dille re-configuring the parking spaces to meet 153 requirement. Design Review Committee is okay with 133-144 parking space max. Design Review Committee approved the site plan with following conditions: 1. Required to have a short plat approved by Council. 2. Required to have one access only to Hawthorne Road, it being a radius type approach. 3. Required to re-configure their parking spaces to have a minimum of 136 parking spaces. Required to present a site plan showing the re-configuration, including the one radius type access. 4. Sign or Signs need to be approved by City Building Department. 5. Required to have 10' landscaping with automatic sprinkling system with required trees. 6. Required to have on-site storm water retention. Need to present the plan to City Engineering Department. 7. Required to have a 1500 gallon grease interceptor. 8. Outside lighting is required to be shielded on their property. 9. Required to get an Erosion Control Permit. Required to work with FM Merlin Miller on a second fire hydrant if needed. 12. Required to have a knox box. 13. Required to have a visible address on their building. 14. Required to have a three sided enclosure for their dumpster. 15. Required to protect or abandon well, as per Idaho Water Resource regulations. 16. Joint Access Agreement with Pine Ridge Mall shall be shown on the Short Plat. 17. Flushing Hydrant is required, with DEQ approval. Discussion about three trees on Kent Street, Pine Ridge Mall Entrance and who owns them. They should be taken care of. Mr. Geisbrecht said he will check and see if they are in the Pine Ridge Mall right of way.
