HomeMy WebLinkAbout10 22 1985 CM147 COUNCIL MEETING ~INUTES October 22, 1985 Minutes of regular council meeting held in the city municipal building, October 22, 1985. Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Thomas S. Nield, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilmember Steven M. England was excused. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of October 8 and Special Meeting minutes of October 11, 1985. Councilman Nield moved to approve the minutes of October 8, 1985 as read. Councilman Quick seconded. Roll Call: Vote: Hopkins, abstain; Nield~-yes,] Quick, yes; England, absent. Councilman Quick moved to approve the special meeting minutes of October 11, i985 as read. Councilman Nield seconded. All councilmembers present voted in favor of the motion. DELINQUENT ACCOUNTS - The city clerk submitted a list of delinquent utility accounts the city has unsuccessfully been able to collect covering a period of time from March 24th, 1980 to December 31st, 1980. After discussion possibilities of collecting these accounts Councilman Nield moved to approve adjustment of the delinquent accounts submitted i~..amoo~t~of $2,092.12. Councilwoman Hopkins seconded. All councilmembers present voted in favor of motion. ORDINANCE - An ordinance providing for the regulation and licensing of auto wreckers; making a violation of this ordinance a misdemeanor; prohibiting any person from driving a wrecker to scene of accident until police are called; prohibiting anyone from moving a vehicle at the scene of an accident until authorized to do so by the police; prohibiting the solicitation of wrecker business at the scene of an accident; authorizing the establishment of a wrecker rotation list; establishing minimum standards for rotation list. Jerry Tydeman was present at the meeting to present several suggestions to Mayor Cotant and Council. After discussion it was decided to table the ordinance until November ~2, 1985 Council Meeting. City Clerk Ron Conlin was asked to invite Chief of Police Arnold Stone to the November 12, 1985 Council Meeting. ORDINANCE - An ordinance providing for the licensing of security officers and private investigators; establishing standards for the issuance of licenses; limiting the authority of licensed security officers and granted pursuant to this ordinance. After discussion it was decided to table the ordinance until the November 12, 1985 Council Meeting. ORDINANCE- CAPITAL IMPROVEMENT - Engineer Steve Smart passed to Mayor Cotant and Council an ordinance finding the need for capital contributions by persons developing within the city limits. 149 ORDINANCE - CAPITAL IMPROVEMENT - (Cont) After discussion it was decided the council would study the proposals by Engineer Smart and the ordinance would be put on the November 12, 1985 Council Meeting Agenda. RESOLUTION #8-85 - A resolution amending the monthly service charge to be imposed by the city for sewage disposal by non-residential structures though the municipal sewer system. Mayor Cotant read the resolution in full. After discussion Councilman Nield moved to adopt Resolution #8-85 as read. Councilwoman Hopkins seconded. Roll Call Vote: Hopkins, yes; Quick, yes; Nield, yes; England, absent. ACCEPTANCE OF DEDICATION - HILINE HEIGHTS SUBDIVISION - Attorney Winmill .read the Acceptance of Dedication in full. The City Council finds that all structures and improvements relating to the dedicated lands, streets, curbs, gutters, utilities, parks and/or recreation areas (but excluding sidewalks and pedestrian ways) on the Bedford Street cul de sac, as depicted on the final plat of the Hiline Heights Subdivision, have been completed and have been approved upon inspection by the City. Councilman Quick moved to accept the Acceptance of Dedication as read by Attorney Winmill. Councilman Nield seconded. All councilmembers present voted in favor of motion. HANDCHECK CLAIM - Officer Dale Hailstone presented a handcheck claim to attend a Fraud Seminar in Boise, Idaho for the amount of $118.40, which includes $103.40 for mileage at 22¢ a mile for 470 miles. Officer Hailstone stated he would like to take his wife on the trip with him, which would require him to take his personal vehicle because of insurance coverage. After considerable discussion Councilman Nield moved to approve the handcheck for $118.40, which includes $103.40 for mileage at 22¢ per mile for 470 miles and $15.00 for meals for one day in Boise. Councilman Quick seconded. Roll Call Vote: Hopkins, no; Quick, yes; Nield, yes; England, absent. It was decided the council would determine a set travel policy for city employees in the future. CLAIMS: Handcheck claims presented to Mayor Cotant and Council. Councilman Nield moved to approve the handcheck claims as:~ead~ ~ Councilman Quick seconded. All councilmembers present voted in favor of motion. FINANCIAL STATEMENT for September presented to Mayor Cotant and Council. GENERAL DISCUSSION - 1) After discussion it was decided that Chief of Police Arnold Stone would attend Council Meetings. City Clerk Ron Conlin was asked to give Chief Stone an agenda prior to the Council Meetings. 2) Discussion about]non-employees riding in city vehicles, It was stated it]is City policy non-employee% should not ride in a city vehicle. 151 At 10:10 p.m., Councilwoman Hopkins moved, Councilman Quick seconded, with full council approval to adjourn the meeting. ~ohn O.
