Hopkins, Thomas S. Nield, Steven M. England, Attorney B, Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused. Meeting was called to order at 7~30 p.m. by Hayer Cotant. APPROVAL O? MINUTES - Mayor Cotant asked for corrections and additions to the minutes of Special Meeting August 27, Regular Meeting August 27 and Special meeting of August 28, 1985. Councilwoman Hopkins moved to approve the minutes of a Special Meeting held August 27, 1985 as read. Councilman England seconded. All councilmembers present voted in favor of motion, Councilwoman Hopkins moved to approve the minutes of August 27, 1985 as read. Councilman E~§~n~e~dmded~-Al~ce~'~m~mbers present voted in favor of the motion. Councilwoman Hopkins moved to approve the minutes of a Special Meeting held August 28, 1985 as read. Councilman Nield seconded. All councilmembers present voted in favor of the motion. PUBLIC HEARING - A proposal by Idaho First National Bank, P.O. Box 8247, Boise, Idaho, for a change of zoning from Agricultural (A) to General Commercial (C-2) on a tract of land lying in Bannock County, State of Idaho, the east 345' of lot 18, Paradise Acres Subdivision. Property located on the northwest corner of Yellowstone Ave. and Syphon Road, Chubbuck, Idaho. Mayor Cotant declared the public hearing open. Mayor Cotant asked if there was anyone present in favor of the proposal. Gene Galloway, 8933 Buckskin Road, Pocatello, Idaho, representing Idaho First National Bank, said the bank is requesting rezoning primarly to make property more marketable. He said the bank felt the corner would be best used as a commercial use, they have no plans to develop at this time; but when development occurs the developer will have to come into the city for approval. Mayor Cotant asked if there was any opposition to the proposal. There was none. Mayor Cotant closed the public hearing. Councilman Nield asked if everyone required, recieved notice of the public hearing. It was decided everyone required, was notified of the public hearing. Councilman Nield expressed concern that this zoning might not be right for that neighborhood. Councilwoman Hopkins moved to approve the change of zoninq from Agricultural (A) to General Commercial (C-2) on a tract of land lying in Bannock County, State of Idaho, the east 345' of Lot 18, Paradise Acres Subdivision Councilman England seconded. Roll Call Vote: Hopkins, yes; Nield, no; England, yes; Quick, absent, 127 SWIMMING POOL PROPOSAL - Architect Pete Anderson was present to present a feasibility study for a Municipal Swimming Pool for the City of Chubbuck to Mayor Cotant and Council. Mr. Anderson passed to Mayor Cotant and Council the Municipal Swimming Pool Feasibility Study they have prepared. Mr. Anderson explained to Mayor Cotant and Council how the feasibility study was prepared. Mr. Anderson gave a report on the feasiblity study in the followinq order: Objective of study, site, overview of swimming facilities, pool programming and administration, overview of financing alternatives, proposal for swimming facilities: operation and maintenance cost, estimate of cost, operations statistics and estimated projection of operation statistics for swimming pool. Mr. Anderson stated if a Bond Election was passed in November the pool could possibly be ready, Spring~ 1987. Mayor Cotant and Council will review and study the Feasibility Study for a Municipal Swimming Pool and discuss at September 24, 1985 Council Meeting. ORDINANCE - An ordinance providing for the regulation and licensing of auto wreckers; making a violation of this ordinance a misdemeanor; prohibiting the solicition of wrecker business at the scene of an accident; requiring licensure of all person or entities operating an emergency wrecker service; establishing procedures and fees for emergency wrecker licenses; establishing minumum requirements for licensed emergency wrecker operators; establishing standards and procedures for non-renewal, suspension and revocation of licenses. Jerry Tydeman, 5008 Yellowstone Ave., Chubbuck, was present and presented several suggestions that would improve the ordinance. After reviewing the ordinanc~the council directed Attorney Winmill to redraft the ordinance and present it at the September 24, 1985 Council Meeting. RESOLUTION #5-85 - Designating pulling place, registrar and deputy registrars, and ordering city clerk to give notice of such election was read in full by Mayor Cotant. Councilman Nield made motion to adopt Resolution #5-85. Councilman England seconded. All councilmembers present voted in favor of motion. CLAIMS - A computer print-out and hand check print-out of claims were }resented to Mayor Cotant and Council for approval. After discussion Councilwoman Hopkins moved to approve computer print-out and handcheck claims with the exception of $200.0~ to Dave Moore for a bullet-proof vest. City Clerk Ron Conlin was directed to find out exactly what the purchase was for. Councilman Nield seconded. All councilmembers present voted in favor of motion. GENERAL DISCUSSION - 1) Discussion about a charge to the UPRR for Police Department assistance at the railroad crossing on East Chubbuck Road. 129 GENERAL DISCUSSION - 2) PAFCO - Discussion about whether to charge PAFCO for the police assistance the City of Chubbuck give them when they move the modules. 3) Chubbuck Days, 1986 - After discussion it was decided Chubbuck Days would be held on July 4, 1986, Need to start makinq plans now. It was decided Councilman Nield would be the Chubbuck Oars Chairman for 1986. Councilman Nield suggested appointing a co-chairman and when Chubbuck Days 1986 is over the co-chairman would be the chairman. 4) Councilman England stated he would contact Oave Sherman to see if the meeting for all people involved in the baseball program on September 17, 1985 is still on. ORDINANCE - Amending Ordinance #264 - This ordinance will be on the September 24, 1985 Council meeting. ORDINANCE - Licensing of Security Guard Officers - This ordinance will be on the September 24, 1985 Council Meeting. At 11:00 p.m., Councilwoman Hopkins moved, Councilman England seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk
