COUNCIL MEETING MINUTES
August 27, 1985
Minutes of regular council meeting held in the city municipal building,
August 27, 1985.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill, Enqineer
Steven M, Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 7:30 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of Special Meeting of August I3, Reqular Ueetinq of Auqust 13 and
Special Meeting of August 15, 1985.
Councilman England moved to approve the minutes of Special Meeting of Auqust 13,
1985 as read. Councilwoman Hopkins seconded. All councilmembers voted in favor
of motion.
Councilman Quick moved to approve the minutes of August 13, 1985 as read.
Councilman Nield seconded. All councilmembers voted in favor of motion.
Councilwoman Hopkins moved to approve the minutes of Special Meetinq of Auqust 15,
1985 as read. Councilman England seconded. All councilmembers voted'in favor
of motion.
RECREATION DEPARTMENT - Dave Sherman was present and gave a report on how he
felt the recreation department went this year. Mr. Sherman also had suggestions
for next years program.
Dave Sherman stated he felt the programs went good this year.
Dave said that he would like to have a meeting with all baseball people,~
so the scheduling and plans for next year could be scheduled now, Dave said he
would like to schedule this meetinq on September 17, 1985 at the Chubbuck City
Offices. '
Dave gave a report on equipment that he would like the City to purchase for
next years program: 1) Batting Machine. 2) More bats, balls and tees for the
Tee Ball Program, maybe have a set of equipment for each team, '?
Dave suggested using the shower rooms at Cotant Park for storage rooms. He suggested
putting shelves in the shower rooms for storage.
Discussion about painting the dugouts, benches and bleachers at each baseball field
a different color.
Mayor Cotant asked Dave if the uniforms have all been accounted for this year.
Dave said he is working on getting the uniforms ~o the City.
Discussion about the recreation budget.
Councilman England stated there Will have to be a better accounting of the money
year in regards to the concession stand at Cotant Park. It was decided this woul
be cQrrected next year,

ORDINANCE - An ordinance of the City of Chubbuck, Idaho, providing for the
regulation and licensing of auto wreckers; making a violation of this ordinance
a misdemeanor; prohibiting the solicitation of wrecker business at the scene of
an accident; requiring licensure of all persons or entities op'erating an emergency
wrecker service; establishing procedures and fees for emergency wrecker licenses.
Mayor Cotant read ordinance by title only for the first reading.
This ordinance will be on the September 10, 1985 Council Meeting Agenda.
ORDINANCE - An ordinance of the City of Chubbuck, Idaho, amendinQ Ordinance #264
to provide a correct legal description of lands to be de-annexed pursuant to
said ordinance.
Ordinance will be read at the September 10, 1985 Council Meeting.
ORDINANCE - Amending Ordinance #251.
Ordinance amending Ordinance #251 will be read at the September 10, 1985
Council Meeting.
ORDIANCE - An ordinance of the City of Chubbuck, Idaho, providing for the licensing
of security officers and private investigators; establishing standards for the
issuance of licenses; limiting the authority of licensed security officers and
private investigators; establishing procedures for the revocation of licenses
granted pursuant to this ordinance.
Ordinance will be read for the final reading at the September 10, 1985 Council
Meeting.
PROCLAMATION - UNION LABEL WEEK - Mayor Cotant read the proclamation in full.
Councilman Nield moved to direct Mayor Cotant to proclaim the week of September 2
through September 7, 1985 as Union Label Week. Councilwoman Hopkins seconded.
All councilmembers voted in favor of the motion.
CLAIMS - Handcheck claims presented to Mayor Cotant and Council.
Councilman Quick moved to approve handcheck claims as read. Councilman Nield
seconded. All councilmembers voted in favor of motion.
POCATELLO/CHUBBUCK CABLE COMMISSION MEMBERS - Mayor Cotant presented the names of
Mary Harker, 783 Boyd and Eldon L. Quinn, 46~2 Tarehee Place to serve on the
Pocatello/Chubbuck Cable Commission until August, 1988.
Councilman Nield moved to appoint Mary Harker and Eldon Quinn to serve on the
Pocatello/Chubbuck Cable Commission until August, 1988. Councilman Quick seconded.
All councilmembers voted in favor of motion.
GENERAL DISCUSSION
1) Whitaker Road Lift Station - Engineer Smart stated the Whitaker Road Lift
Station is in and in operation.

Johannsen Bluff Subdivision - Councilwoman Hopkins reported the contractor
working for the Johannsen Bluff Subdivision was not keeping the dust to
a minimum. After discussion Mayor Cotant asked Enqineer Smart to invite
Mr. Johannsen and Richard Anderson to staff meeting to explain the problem.
Discussion about enforcement of "No Parking on Sanitation Day Ordinance".
After discussion it was decided to put on the September 24, 1985, Council
Meeting Agenda for discussion.
Complaint from residents about a business license issued to Project 8~
to Sell candy door to door.
At 9:10 p.m., Councilman Nield moved, Councilman England seconded, with full
council approval to adjourn meeting.
