Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to minutes of November 11, 1986. Councilwoman Hopkins moved to approve the minutes of November 11, 1986 as read. Councilman Fullmer seconded. All councilmembers present voted in favor of motion. PUBLIC HEARING - Review of ordinance of the City of Chubbuck, Idaho, enacting a new Chapter 18.14 of the Chubbuck Municipal Code to provide for landscaping requirements for all set-back and yard areas and off-street vehiclular parking and open-lot sales and service areas; repealing prior conflicting ordinances; and providing when this ordinance shall become effective. Mayor Cotant declared the public hearing open. Mayor Cotant asked if there was any opposition to the ordinance. The being no opposition to the ordinance Mayor Cotant closed the public hearing. Mayor Cotant asked for comments from the Council. Discussion about parking lot areas that have 14 or less parking spaces. It was the Council's concensus that the parking lot areas with 14 or less parking spaces, be required to have landscaping requirements also. Attorney Winmill suggested changes be made in the Qrdinance and another public hearing be held on the December 9, 1986 Council Meeting. Mayor Cotant read the ordinance by title only. After discussion the Council directed City Clerk Ron Conlin to publish for a public hearing on the December 9, 1986 Council Meeting. CLAIMS~- Computer print-out and handcheck claims presented to Mayor Cotant and Council. Councilwoman Hopkins moved to approve the computer print-out and handcheck claims as read. Councilman England seconded. All councilmembers voted in favor of motion. GENERAL DISCUSSION 1) Councilman Fullmer stated he had recieved complaints in regards to the b].ocking of drive-ways in the area of Cotant Park during soccer season this year. Also complaints of litter, etc. thrown from cars in the area. Councilman Fullmer 193 GENERAL DISCUSSION - (Cont.) stated some of the residents in the area felt the Police Department was letting some of these problems continue without issuing warning tickets or citations-when they see violations. Mayor Cotant suggested blacktopping'and and striping the parking area next to Cotant Parkolor more parking. After discussion it was decided the Police Department would enforce parking viol~ ations in the Cotant Park area-when violations are noticed. At 8:~0 p.m., Councilwoman Hopkins moved to go into executive session meeting for the purpose of discussion of personnel matters as authorized by Idaho Code 67-2345 (b). Councilman England seconded. 100% of Councilmembers voted in favor of motion. Councilman Quick gave a report on personnel in the Police Department. No action or final decision was made. At 9:00 p.m., Councilman England moved to adjourn from executive session meeting to regular meeting. Councilwoman Hopkins seconded. All councilmembers voted in favor of motion. At 9:05 p.m., Councilman Fullmer moved, Councilman Quick seconded, with full council approval to adjourn the meeting. Ron C. Conlin, City Clerk John O. ~yor
