COUNCIL MEETING MINUTES
November 11, 1986
Minutes of a regular meeting held in the city municipal buildings
November 11, 1986.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer
Steven M. Smart and City Clerk Ron C. Conlin.
Meeting called to order at 7:35 p.m. by Mayor Cotant.
INVOCATION was given by Bishop William O. Schmitt, 48th Ward, Church of Jesus Christ
of Latter-Day Saints.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to minutes
of October 28, 1986.
Councilman Quick moved to approve the minutes of October 28, 1986 as read.
Councilwoman Hopkins seconded. All councilmembers present voted in favor of
motion.
PROCLAMATION - CELEBRATE READING WEEK - Mayor Cotant read the Proclamation in full.
After discussion it was decided Mayor Cotant would sign the Celebrate Reading
Week Proclamation with a change in paragraph 4. Should read, Whereas, it is the
duty of the citizens of Chubbuck instead of Pocatello.
LIQUOR CATERING PERMIT AMENDMENT - Attorney Winmill gave a report on a letter re- ~
recieved from the Department of Law Enforcement regarding Liquor Catering Permits.
Mayor Cotant and Council discussed at length the procedure of issuing liquor
catering permits by the City of Chubbuck.
Attorney Winmill stated that after the first of the year he would have an
ordinance prepared for Mayor Cotant and Council to review.in regards to beer,
wine, liquor and liquor catering licensing.
CITY STREET FINANCE REPORT - City Clerk Ron Conlin has prepared the City Street
Finance Report. Idaho Code requires approval of street finance report by
Council and certification by Mayor Cotant.
Councilman Fullmer moved to approve the street finance report and authorize
certification of the same by Mayor Cotant. Councilman England seconded. All
Councilmembers voted in favor of motion.
CLAIMS - Computer print-out and handcheck claims have been presented to Mayor Cotant
and Council.
After discussion Councilman England moved to approve the computer print-out and
handcheck claims as read. Councilman Fullmer seconded. All councilmembers voted
in favor of motion.
AI~/IAC 1986 LEGISLATIVE DINNER MEETING - City Clerk Ron Conlin announced the
AIC Legislative Dinner Meeting is November 17, 1986, 6:30 p.m., at the ISU
Student Union Building.

AGREEMENT - BRIARWOOD MOBILE HOME PARK - City Clerk Ron Conlin stated Ralph Henderson
had come to the City Offices and stated he would prefer to install a hedge at
the Briarwood Mobile Home Park. At staff meeting the Wednesday prior there was
discussion that the sewer might be right along the proposed hedge line.
Engineer Smart did some checking to find out there would not be a problem with
the sewer line if a hedge was planted.
After discussion it was decided Mayor Cotant would contact Ralph Henderson in
regards to installing a fence rather than a hedge.
TANABE LAND NORTH OF CITY OFFICES - Engineer Smart stated he had talked to George
Shizowa in regards to the purchase of land just north of the Parrish Land, just
north of the City Offices.
Engineer Smart reported the people involved in the sell of the land are still
willing to sell the land,-but, they are asking a higher price than what was
offered if the Swimming Pool Bond passed. Engineer Smart said the asking price
now will be around $81,000.00,
Discussion about the cost of covering the ditch on the property.
After considerable discussion it was decided to continue negotiations with
George Shizowa and the Tanabes.and report back to the Council.
HOMESTEAD SEWER COSTS - Engineer Smart presented a total cost not including any
street repairs of $34,000.00. The cost to install the street:
Double Chip & Seal Thin Overlay- Cold Mix
$2,800.00 $5,600.00
The total cost of the project will be $40,000.00 if the City elects to go with
the thin overlay~cold mix.
Discussion about applying thin overlay-hot mix.
Engineer Smart stated he would recommend the City go with the thin overlay cold mix
Engineer Smart said the cost to the resident on Homestead Road will be $20.82 per
front foot. There will also be hook-up and deposit fees to the resident.
After discussion the Council authorized Engineer Steve Smart to go with the thin
overlay - cold mix on Homestead Road.
GENERAL DZSCUSSION -
1)
Councilman Fullmer stated he has talked to a couple of Senior Citizen people
in the City and they had indicated to him they turned to the City a petition
with 100 signatures from the City of Chubbuck asking for funding. Mayor
Cotant stated he recieved the petition. Mayor Cotant stated he would contact
the City of Pocatello and find out what the operating costs are.and report
back to the Council,
2) Discussion about the Bannock County dumpsters on Siphon Road closing for the
winter.

CITY OF CHUBBUCK EMPLOYEE WAGE SCHEDULES - Engineer Smart reported on some changes
Mayor Cotant and himself had discussed~on classifications on some City Employees.
The Council was in agreement with the changes Engineer Smart suggested. ·
At 10:11 p.m., Councilman Fullmer moved, Councilwoman Hopkins seconded, with full
Council approval to adjourn meeting.
