COUNCIL MEETING M1NUTES
October 28, 1986
Minutes of a regular meeting held in the city municipal building,
October 28, I986.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Steven
M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 7:34 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to minutes
of October 14, 1986.
Councilman Quick moved to approve the minutes of October 14, 1986 as read.
Councilman Engl, and seconded. All councilmembers voted in favor of motion.
BUSINESS LICENSE APPLICATION - Gene L. Cutler has applied for a business license
to sell Christmas Trees at 4809 Yellowstone Ave.
Mr. Cutler asked if he could install a blinking sign. Mr. Cutler was told he
could not use a blinking sign and was told to work with the City Building
Inspector.on the size of sign that could be used.
Councilman Fullmer moved to approve a business license to Gene Culter to sell
Christmas Trees at 4809 Yellowstone Ave. Councilman Quick seconded. All council-
members voted in favor of motion.
BEER~LtCENSEAPPLtCATION 4. Pizza Hut, 113 Burnside Avel 'bas applied for a license
to sell beer on premises.
Councilwoman Hopkins moved to approve a beer license to the~Pizza Hut, 113 ~lest
Burnsi~de;t6 sell.beer on premises. Councilman England seconded. All council-
members voted in favor of motion.
BUSINESS LICENSE APPLICATION - Bob Cummins Enterprises, Inc., 2631 South 166 Circle,
Omaha, Nebraska has applie~ for a business license to hold ~aa auction at the
E1 Cielito Reception Center on November 11, 1986 only.
Councilman England moved to approve a business license to Bob Cummins Enterprises,
Inc. to cobduct an auction at the E1 Cielito Reception Center on November 11, 1986
only. Councilwoman Hopkins seconded. All councilmembers voted in favor of motion.
DISCUSSION ABOUT A?PRAISEL OF PARRISH LAND OUST,NORTH OF CITY OFFZCES~- Mayor Cotant
and Engineer Smart have been in discussions with Mr. Rodney Parrish in regards
to the purchase of land north of the City Offices.
Mayor Cotant stated Mr. Parrish is not interested in the Thompsen Appraisel of
$42,000.00.
Engineer Smart said John Merzlock appraised the property for $75,500.00.
Discussion about how much the building on the property is worth.
After discussion it was decided to find out what the Tanabe Property will
for before any decision is made on the Parrish Property.

CHUBBUCK RECREATION DIRECTOR - Councilman England gave a report on a meeting
Mayor Cotant, Dave Sherman and Councilman England attended.in regards to the
Chubbuck Recreation ProgramLfor 1987.
In the meeting with Mayor Cotant, Dave Sherman and Councilman England,~Dave
stated he felt the program suffered this year because of some personal problems,
but, felt they had been corrected and with his last two years experience, next
years program could be greatly improved.
Councilmembers expressed concern that there was a lack of organization in this
years program.
Councilman Quick suggested advertizing or letting residents in the City know
the City is looking for a Recreation Director_to see if there is interest in the
City.
It was suggested the Chubbuck Recreation Director report to Parks Department,
Larry Miller.
Councilman Quick stated there should be more volunteers in the sports programs.
It was suggested the City send out a letter to residents in the City asking if
there is anyone interested in working as the Chubbuck Recreation Director and
also asking for volunteers for all City Programs.
Councilman England suggested getting the Director in place and then asking for
volunteers.
Councilman Fullmer suggested City Clerk Ron Conlin put the item on the November
25, 1986 Council Meeting~Agenda.
EMPLOYEE SALARY WAGE SCHEDULE_- Engineer Smart passed to Mayor Cotant and Council a
copy of Employee Performance Appraisal, Merit Pay Adjustment Guidechart, Pay
Grade Classifications in proposed wage schedules and City of Chubbuck Job
Description Index and gave a report on each sheet.
Engineer Smart asked the Council to look at the sheets and if they have a problem
with them, let]Steve know.
CLAIMS - Computer-print-out and handcheck claims presented to Mayor Cotant and
Council.
After discussion Councilman Fullmer moved to approve Computer print-out and
handcheck claims as read. Councilman England seconded. All councilmembers
voted in favor of motion.
GENERAL DISCUSSION -

County dumpsters on Siphon Road.- Mayor Cotant said Bannock County is
planning on closing the Siphon Rd. dumpsters this winter. There is concern
when the dump is closed it will cause dumpsters in the City to fill up.
Councilman Fullmer stated he could not attend the Land Use & Development
Commission Meeting as Council Representive. Mayor Cotant said he would
attend the meeting if he was in town, if Mayor Cotant is not in town,

Councilwoman Hopkins said she would attend the meeting. Councilman Fullmer
said the La~d~Use A~Deve}op~ent~Meetin9 ~n ~o~ember~6 will be the only Land
Use:&:Development Meeting he could not attend this year.
3) Discussion about City Employee Christmas Party being held on-December 5, 1986.
The party will be at the Little Tree Inn.
At 10:43 p.m., Councilman Quick moved, Councilwoman Hopkins seconded, with full
council approval to adjourn meeting.
