Cotant, Jr., Councilmembers Leroy S. Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilwoman Becky A. Hopkins was excused. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to minutes of September 9, 1986. Councilman Fullmer moved to approve the minutes of September 9, 1986 as read. Councilman England seconded. Roll Call Vote: Ful]mer, yes; England; yes; Quick, abstained; Hopkins, absent. PUBLIC HEARING - A petition was filed at Chubbuck City Offices, by Deanna O' Neill, Victor B. Herbert and Robbie S. Waters, to vacate the Jeff Lane right-of-way of the approved and recorded plat of Bar-X Tracts Subdivision. Mayor Cotant declared the public hearing open. Mayor Cotant asked if there was any opposition to vacating the Jeff Lane right-a- way of the approved and recorded plat of Bar-X Tracts Subdivision. There was no opposition. Mr. Robert Waters, 14181W. Promise Lane was present to speak i~n favor of vacating the Jeff Lane right-of-way easement. - Mayor Cotant closed the public hearing and ask for comments from the Council. Engineer Smart said all the Owners on Jef~ Lane have applied for the vacation of the right-a-way. Engineer Smart recommended the Jeff Lane right-a-way be vacated. Councilman England moved to vacate the Jeff Lane right-a-way of the approved and recorded plat of Bar-X Tracts Subdivision.as requested. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Fullmer, yes; Hopkins, absent. BUSINESS LICENSE APPLICATION - Brian Richardson, 40th Ward, 4th & Fredrigill has applied for a business license to operate a concession trailer at.~the soccer games held at Cotant Park. ~ Mr. Richardson was present to explain his plan to sell concessions at the soccer games at Cotant Park. Mr. Riahardson stated he would like to sell concessions at the soccer games at Cotant Park for a fund raiser for his church group~ Councilman Fullmer stated there:are two other concession t~ilers operating at the soccer fields on prior Saturdays. They have not applied for a business license. It was decided the City would watch for the concession trailers that have not applied for a license and stop them from selling concessions until they apply for a license. 169 BUSINESS LICENSE APPLICATION - Brian Richardson (Cont.) Mayor Cotant suggested the concession trailer be backed on to the black top area the volunteer fireman use. Councilman Fullmer moved to approve the business license application to Brian Richardson to operate a concession trailer at the soccer games at Cotant Park subject to: 1) Provide City with certificate from the Health Department stating they meet necessary health requirements. 2) Review of placement of concession trailer with City of Chubbuck Safety Officer. Councilman England seconded. Roll Call Vote: Quicks yes; England~ yes; Fullmer, yes; Hopkins, absent, URBAN TRANSIT - "C" ROUTE - There was several residents from the City of Pocatello and the City of Chubbuck present at the meeting to express concern about the cancellation of the Urban Transit Route in Chubbuck. Mrs. Juanita Aguelar, 319 Abraham stated there is a group of adult foster homes with several people using the Urban Transit and it is their only way of trans- portation, Mayor Cotant expressed concern of the lack of riders on the Urban Transit System, Discussion about the possibility of the Transit System making one or maybe two trips~to Chubbuck, one in the morning and one in the afternoon. Bob Mumford: 5056 Galena stated he has used the Transit System for 2 or 3 years. He felt the Transit System is an important form of transporation for him and other residents. Mr. Mumford suggested the City and residents advertise the Transit System. Mayor Cotant stated the Council has been waiting for information from the City of Pocatello in regards to costs of running the Transit System I or 2 times a day, Also if the City of Pocatello can work this route into their system, Karen Tharpe, Health & Welfare Department was present to express concern for Health & Welfare clients that would be effected by the discontinuing of the "C" Route. Karen Tharpe stated these clients strife to be independant and the "C" Route is important to them for getting around the community, Karen Tharpe asked if there is a way the City of Chubbuck could extend the Urban Transit System for another year. Charles Clark was present and spoke in favor of the Urban Transit System. Mayor Cotant stated the City of Chubbuck will contact the City of Pocatello in regards to costs and schedules, then a deci'sion would be made on whether or not the Urban Transit System "C" Route would operate. HANDCHECK CLArMS - Handcheck claims have been presented to Mayor Cotant and Council. After discussion Councilman Quick moved to approve the handcheck claims as read. Councilman Fullmer seconded. All councilmembers present voted in favor of the motion. PROPOSED WAGE SCHEDULE FOR CITY EMPLOYEES ~ Engineer Steve Smart presented several ideas on wages schedules to Mayor Cotant and Council, 171 PROPOSED WAGE SCHEDULE FOR CITY EMPLOYEES - (Cont.) After considerable discussion it was the concensus of the Council to implement the Interim Wage Schedule with the addition of a 2% increase across the board. It is a long range goal to work into the 10 step wage schedule. ~.~.~ across the board is for 1986 only. *Addition* GENERAL BUSINESS - 1) Proposed Bannock County Ambulance Service District - Attorney Winmill gave a report on the progress of an ambulance district.
