COUNCIL MEETING MINUTES
August 19, 1986
Minutes of a special meeting held in the City Municipal Building,
August 19, 1986,
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Engineer Steven M. Smart, and
City Clerk Ron C. Conlin. Attorney B. Lynn Winmill was excused.
Meeting called to order at 4:10 p.m.~by Mayor Cotant.
PURPOSE OF MEETZNG was consideration of 1) Consideration of 1986-87 Fiscal Year
Tentative Budget. 2) Business License Application - Edwards Farmers Market -
to sell produce on the corner of Yellowstone Ave. & Chubbuck Road. 3) Discussion
with Swimming Pool Committee.
1986-87 FISCAL'YEAR TENTATIVE BUDGET - City Clerk Ron C. Conlin presented the
1986-87 Tentative Budget to Mayor Cotant and Council.
Mayor Cotant and Council reviewed the tentative budget in it's entirety and
included in the discussion possible Federal Revenue Sharing Expenditures and
Revenues.
After discussion Councilman Quick moved to adopt the 1986-87 tentative budget
and to set September 2, 1986, at 5:00 p.m., at the Municipal Building, 5160
Yellowstone Ave, for a public hearing on the 1986-87 Fiscal Year Budget.
Councilman Fullmer seconded. All councilmembers voted in favor of motion.
BUSINESS LICENSE APPLICATION - Morgan Edwards, Edwards Farmers Market has applied
for a business license to sell produce at the corner of Chubbuck & Yellowstone
Ave.
Mr. Edwards was not present at the meeting.
After discussion Mayor Cotant and Council decided to table the business license
application applied for by Morgan Edwards, Edwards Farmers Market.~,
CHUBBUCK SWIMMING POOL COMMITTEE DISCUSSION - Chubbuck Swimming Pool Committee
Members asked to meet with Mayor Cotant and Council to d~scuss pro~ and cons
about the General Obligation Bond Election held on July 29, 1986.
Present: Architect Pete Anderson, Ron Anderson, Mary Harker, Tom Meyers,
Mark & Mary Bunce and Linda Smith.
Mary Harker stated several reasons §he had heard ~by the General Obligation
Bond Election failed. Some of the reasons Mrs,. Harker felt the Bond election
failed: 1) Location of ?ool. 2) Needing 66 2/3% of vote. 3) Slow voting
procedure.
Engineer Smart stated he had talked to business people that were disappointed
the bond election did not pass.
At 6:50 p.m., Councilman Fullmer moved, Councilman Quick seconded, with full
council approval to adjourn the meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a special
meeting of the City Council to be held at the Chubbuck City
Municipal Building, 5160 Yellowstone Ave., at the hour of
4:00 plm.~ on the 19th day of August, 1986. The object of the
special meeting shall be to discuss: 1) 1986-87 Tenative Budget.
2) Business License - Edwards Farmers Market, to sell produce
on the corner of Yellowstone Ave. & Chubbuck Road. 3) Swimming
Pool Committee discussion.
