HomeMy WebLinkAbout08 05 1986 Special CM129 COUNCIL MEETING MINUTES August 5, 1986 Minutes of a special meeting held in the city municipal building, August 5, 1986. Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. Engl, and, Boyd L. Fullmer, Attorney B. Lynn Winmill and City Clerk Ron C. Conlin. Engineer Steven M. Smart was excused. Meeting called to order at 5:05 p.m. by Mayor Cotant. Mayor Dick Finlayson and Pocatello City Councilmembers Earl Pond, Robert Chambers, Greg Anderson, Attorney Ivan Leglar, City Clerk Pete McDougall was invited to the meeting:to discuss budget considerations. PURPOSE OF MEETING was to discuss budget considerations. URBAN TRANSIT BUS - Mayor Finlayson stated the "C" Route that services the City of Chubbuck is costing the City of Pocatello approx. $10,000.00 after the Federal Government's and the City of Chubbuck's participation. Mayor Finlayson asked that the City of Chubbuck contribute more to the Urban Transit Bus or the route would be discontinued. Mayor Cotant suggested running less routes to the City. He suggested running the "C" Route once in the morning hours and once in the afternoon hours. After discussion it was decided Mayor Finlayson would get more information in regards to cutting the costs by cutting the amount of trips and report back to the Chubbuck City Council. CHANNEL 12 TELEVISION - Mayor Finlayson stated he had recieved a letter from the City of Chubbuck saying the City of Chubbuck would contribute any additional franchise fees collected over the current_population it is collecting at this time. Mayor Finlayson ask Mayor Cotant and Council to consider this proposal and report back. YMCA - Mayor Finlayson suggested Mayor Cotant and Council consider working together with the City of Pocatello on the possibility of using the YMCA facilities. Councilwoman Hopkins asked what the operation costs would be if the cities worked together on the project. Mayor Finlayson stated he would have the figures on operations costs and report to Mayor Cotant and Council. Mayor Cotant asked Councilman Fullmer to be the Council Representative from the City of Chubbuck. MEALS ON WHEELS - Mayor Finlayson asked Mayor Cotant and Council if it would be possible for the City of Chubbuck to contribute to the Meals on Wheels Program. Mayor Finlayson stated the City, County and United Campaign support the Meals on Wheels Program at this time. He said there are some donations to the program. 131 After discussion it was decided the City of Chubbuck will not contribute to the Meals on Wheels Program at this time. The City of Pocatello will monitor the programs and if more residents from the City of Chubbuck use the service the City of Chubbuck will be contacted for more contribution. COUNTY AMBULANCE DISTRICT - Mayor Finlayson stated the Pocatello City Council would like to exployer the possibility of forming a County Ambulance District. Mayor Finlayson said instead of the City of Pocatello paying for the ambulance service, they would like everyone in the County to participate the same. It was stated a private ambulance service is not feasible. Councilman Fullmer asked 1) Is there information put togethe~ the Chubbuck City Council could get. 2) How hard is it to form an Ambulance District. ~ Attorney Leglar stated it is not hard to form an Ambulance District, all ~hat is needed is 50 signatures on a petition. There is no vote. There is a public hearing held by the County Commissioners. Mayor Finlayson said he would have information Friday and would get it to the Chubbuck City Council. Mayor Finlayson stated he would prefer an Intergovernmental Agreement between the cities involved. AIRPORT - Mayor Finlayson stated he felt, since the City of Chubbuck residents benefit from the airport, the City of Chubbuck should contribute to the airport. Mayor Finlayson stated the City of Pocatello puts approx. $100,000.00 into the airport. It was decided the Chubbuck City Council will put,the airport into budget considerations. At 6:20 p.m., Councilman Quick moved, Councilwoman Hopkins, seconded> with full council approval to adjourn meeting. Ron C. Conlin, City Clerk CALL OF SPECIAL MEETING CITY OF CHUBBUCK Pursuant to Ida~bo Code Section 50-604, the undersigned Mayor of the City ot Chubbuck, Idaho, hereby calls a special meeting of the C~ty Council to be held at the Chubbuck City Municipal Building, 5160 Yellowstone Ave., at the hour of 5:00 p.m., on the 5th day of August, 1986. The object of the special meeting shall be to discuss with the Pocatello City Council, budget considerations. Date l~ohn O.
