COUNCIL MEETING MINUTES
June 16, 1986
Minutes of special council meeting held in the city municipal building,
June 16, 1986.
Present: Mayor John O. Cotant, Jr., Councilmember~ Leroy S. Quick present after
10:00 a.m., Councilmembers Becky A. Hopkins, Steven M. England, Boyd L. Fullmer,
Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Conlin.
Meeting called to order at 8:10 a.m. by Mayor Cotant.
PURPOSE OF MEETING is adopting an ordinance calling a bond election in said
City and for the transaction of such other business incidental to the fore-
going as may come before said meeting.
OPTION AGREEMENT - An exclusive option to purchase land from Ralph J. Henderson
and Lena R. Henderson for the proposed City Swimming Pool.
At 8:18 a.m., Mayor Cotant requested the council go to exectutive session
meeting.
Councilman Fullmer moved to go into executive session meeting for the purpose
of real estate negotiation as authorized by Idaho Code 67-2345 (c). Council-
man England seconded. 100% of councilmembers present voted in favor of motion.
Mr. Ralph J. Henderson was invited to the executive session meeting for the
purpose of negotiation.
At 8:47 a.m. Mr. George Shizowa was invited to the executive session meeting for
the purpose of negotiation.
Architect Pete Anderson and Swimming Pool Committee Chairman Ron Anderson was
invited to the executive session meeting.
At 9:27 a.m., the council adjourned from executive session meeting to special
meeting.
No final action or final decision was made in executive session meeting.
Mayor Cotant read the Option Agreement in full.
Councilman Fullmer made motion to authorize the City of Chubbuck to enter ~nto
the Option Agreement and direct Mayor Cotant and City Clerk Ron Conlin to
execute the Option Agreement following the execution of the same by Mr. and
Mrs. Ralph J. Henderson. Councilman England seconded. Roll Call Vote: Hopkins,
yes; Quick, absent; England, yes; Fullmer, yes.
ORDINANCE #283 - An ordinance calling ~ Special General Obligation Bond Election
for the purpose of submitting to the qualified electors of the City of Chubbuck,
Idaho the proposition of the issuance of $785,000.00 General Obligation Bonds
of the City of Chubbuck, Idaho, and in providing for the issuance of such bonds,
and the levy of a tax to pay such bonds.
Mayor Cotant read Ordinance #283 by title.

Councilman England introduced Ordinance #283. Councilwoman Hopkins moved
to dispense with the rule of reading Ordinance #283 on 3 different days.
Councilman England seconded. Roll Call Vote: Hopkins, yes; Quick, yes;
England, yes; Fullmer, yes.
Councilman England moved to adopt Ordinance #283. Councilwoman Hopkins seconded.
Roll Call Vote: Quick, yes; Hopkins, yes; England, yes; Fullmer, yes.
It was the concensus of the Council that the site at 320 E. Chubbuc~:Road would
be the most cost efficent location for the swimming pool if the Bond Election
passes. L.

After discussion, the Council decided that if the Bond Election passes, the location
of the Municipal Swimming Pool will be On,the 320 E. Chubbuck Rd. site.
At 10:18 a.m., Councilwoman Hopkins moved, Councilman Quick seconded, with full
council approval to adjourn meeting. ~.

NOTICE IS HEREBY GIVEN that a special meeting of the City
Council of the City of Chubbuck, Bannock County, Idaho (the
"City"), is hereby called by the Mayor thereof and will be held at
the City of Chubbuck, Idaho on the 16th day of June, 1986, at the
hour of 8:00 o!clock a.m., for the purpose of adopting an ordinance
calling a bond election in said City and for the transaction of
such other business incidental to the foregoing as may come before
said meeting.

notice and in the manner of service thereof upon us, and consent
and agree to the holding of such special meeting at the time and
all business which may come before such meeting.
