COUNCIL MEETING MINUTES
June~lO, 1986
Minutes of regular council meeting held in the city municipal building,
J~une 10, 1986.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Ste~en M.
England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart
and City Clerk Ron C. Conlin. Councilwoman Hopkins was excused.
Meeting called to order at 7:30 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of May 27, 1986 and special meeting minutes of June 4, 1986.
Councilman England moved to approve the minutes of May 27, I986 as read.
Councilman Quick seconded. All councilmembers present voted in favor of the
motion.
Councilman Quick moved to approve the special meeting minutes of June 4, 1986
as read. Councilman Fullmer seconded. All councilmembers present voted in
favor of the motion.
PUBLIC HEARING - Review of an application by the City of Chubbuck, for a
change of land use district to General Commercial (C-2) with respect to
a tract of land, SWb, SW¼, NEb, Section 3, T.6S, R34E, Bannock County,
on the east side of Yellowstone Ave. in the 5200 Block.
Mayor Cotant open the public hearing.
Mayor Cotant asked if there was any comment in favor of, or opposed to.
There being no commen~ Mayor Cotant closed the public hearing.
Councilman England moved to rezone a tract of land, SW¼, SWb, NEb, Section 3,
T.6S, R34E, Bannock County, on the east side of Yellowstone Ave in the 5200
block to General Commercial (C-2). Councilman Fullmer seconded. Roll Call
Vote: Hopkins, absent; Quick, yes; England, yes; Fullmer, yes.
ACCEPTANCE OF OFFER OF DEDICATION - JOHANNSEN BLUFF SUBDIVZSION - Engineer Smart
reported Mr. Johannsen completed the final remaining items which was the
installation of 190' feet of sidewalk on already developed propertys. Engineer
Smart recommended the City accept the offer of dedication from Mr. Johannsen.
Mayor Cotant read the Offer of Dedication~in full.
Councilman Quick moved to direct Mayor Cotant to execute the Acceptance of
Offer of Dedication accepting the offer of dedication contained in the final
plat of Johannsen's Bluff Subdivision. Councilman England seconded. Roll Call
Vote: Hopkins, absent; Quick, yes; England, yes; Fullmer, yes.
REQUEST BY HUGH HADLEY - Engineer Smart stated Mr. Hadley has requested the City
waive the sidewalk requirement on Victoria Circle. Mr. Hadley would like to
put an island in the middle of the street, hoping it would attract businesses
to the area. Mr. Hadley would like to eliminate the sidewalk. Mr. Hadley
also asked the City of Chubbuck mai.~ta~.the~sland~after it i~ installed.

Engineer Smart said the island would be approx. 8' x 50'-60' long.
Councilman Fullmer said he did not feel the City should accept the responsibility
of maintaining the island.
It was the full council's feeling the City should not accept the responsibility
of maintaining the island.
Councilman Fullmer moved to deny the request of Mr. Hugh Hadley to waive the
sidewalk requirements on Victoria Circle. Councilman England seconded. Roll Call
Vote: Hopkins, asbsent; Quick, yes; England, yes~ Fullmer, yes.
FIREWORKS APPLICATION - First Assembly of God Church, to sell fireworks at
Yellowstone Ave. & Bullock.
Discussion about insurance requirements.
Councilman Fullmer moved to approve a fireworks permit to the First Assembly of
God Church subject to First Assembly of God Church meeting City insurance re-
quirements. Councilman Quick seconded. All councilmembers present voted in
favor of motion.
FIREWORKS APPLICATION - Intermountain 4 - Wheelers, Jerry Tydeman to sell fireworks
at 4829 Yellowstone Ave. All City insurance requirements a~e met.
After discussion Councilman Quick moved to approve a fireworks permit to
Intermountain 4 - Wheelers to sell fireworks at 4829 Yellowstone Ave. Council-
Fullmer seconded. All councilmembers present voted in favor of motion.
FIREWORKS APPLICATION - Brenda Pollard, to sell fireworks at Smith's Food King
parking lot.
Discussion about insurance requirements.
Councilman Fullmer moved to approve a fireworks permit to Brenda Pollard to sell
fireworks at Smith's Food King parking lot subject to Mrs. Pollard providing the
City of Chubbuck with a certificate of insurance on operations and product
liability insurance and an understanding she will not sell fireworks before
the selling date on her policy (June 26, 1986). Councilman England seconded.
All councilmembers present voted in favor of motion.
FIREWORKS APPLICATION - Dick Mehaffey, to sell fireworks at the Pine Ridge Mall
parking lot.
Discussion ~bcoJ% insurance requirements.
Councilman Fullmer moved to approve a fireworks permit to Dick Mehaffey to sell
fireworks at the Pine Ridge Mall parking lot subject to Mr. Mehaffey providing
the City of Chubbuck with a corrected copy of insurance adding the City of
Chubbuck as additional assured. Councilman Quick seconded. All councilmembers
present voted in favor of motion.

BUSINESS LICENSE APPLICATION - Jung Soon Han, to sell T-Shirts at the Green
Triangle parking lot.
Mr. Jung Soon Han stated he would be selling T-Shirts through June 15, 1986.
After discussion Councilman England moved to approve a business license to
Mr. Han to sell T-Shirts at the Green Triangle parking lot until June 15, 1986.
Councilman Quick seconded. All councilmembers voted in favor of motion.
UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS - Fire Chief Cary Campbell
was present to report on Uniform Code for the Abatement of Dangerous Buildings.
Mr. Campbell suggested that if the City has a few problems in this regard, we
should adopt an ordinance to address the problems rather than adopt this code.
After discussion it was decided Fire Chief Campbell and Attorney Winmill will
work together on an ordinance to correct any problems the City might have in
regards to the abatement of dangerous buildings.
CLAIMS - Computer print-out and handcheck claims presented to Mayor']C~tant and
Council.
Fire Chief Cary Campbell was present and explained he would like to make one
check for the fire school this coming week. In the past each volunteer that
participated got a check for gas, meals and travel. Chief Campbell asked that
the check be approved this meeting because the Fire School is this coming week
in Pocatello.
City Clerk Ron Conlin stated Chubbuck Recreation Director Dave Sherman had not
turned in the time for the umpires for L.L. and Pony League baseball games and
asked that the checks be approved this meeting and presented to Mayor Cotant and
the Council at the next Council Meeting.
After discussion Councilman Quick moved to approve the computer print-out and
handcheck claims with the addition of a check for Fire School expenses and
the umpire checks. The checks will be presented at the June 24 Council Meeting.
Councilman Fullmer seconded. All councilmembers present voted in favor of the
motion.
FINANCIAL REPORT for the month of May was presented to Mayor Cotant and Council.
CITY PERSONNEL POLICY - It was decided to put on June 24, 1986 Council Meeting
Agenda.
LITTLE LEAGUE & PONY LEAGUE COACHES - Chubbuck Recreation Director Dave Sherman invit(
coaches and volunteers of the Chubbuck Baseball Program to discuss ideas ~hat will
improve the baseball program~
There was 17 coaches, assistant coaches and volunteers present at the meeting.
Mayor Cotant complimented the coaches and volunteers for the effort that has
been put to the program.

There was considerable discussion about three problem areas in the program
at this time.
1)
Profanity - Mayor Cotant stated profanity is being controlled better
than it was at the first of the season. Need to encourage parents and
fans to keep control.
2)
Dave Sherman reported there have been instances where a volunteer did
not show at their assigned time. This causes a problem in that there
is no one that will help in the concession stands except the younger
kids. It was stated that under no circumstance should people younger
than 18 be in the concession without supervision.
3)
Discussion about vandalism in the baseball parks. It was the general
concenus of the coaches and Dave Sherman that it is not the kids playing
on the teams that is causing the vandalism. It was stated everyone needs
to be alert to any vandalism going on and report it to the Police Depart-
ment as soon as possible.
At 9:45 p.m., Councilman Fullmer moved, Councilman England seconded, with full
council approval to adjourn meeting.
