COUNCIL MEETING MINUTES
June 10,]1986
Minutes of special council meeting held in the city municipal building,
June 10, 1986.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Steven M.
England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M.
Smart and City Clerk Ron C. Conlin. Councilwoman Becky A. Hopkins was
excused.
Meeting call to order at 6:15 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to adopt an ordinance calling a bond election in the
City of Chubbuck and for transaction of such other business incidental to the
foregoing as may come before said meeting.
ORDINANCE - An ordinance calling a special general obligation bond election for the
purpose of submitting to the qualified electors of the City of Chubbuck, Idaho,
the proposition of the issuance of $850,000.00 General Obligation Bonds, and
providing for the issuance of such bonds, and the levy of a tax to pay such
bonds.
Architect Pete Anderson presented to Mayor Cotant and Council a cost analysis
of property options:
Yellowstone Ave. East Chubbuck Rd.
Total project Cost Property Property
$ 768,200.00 $ 714,800.00
This cost does not include land aoquistion costs.
The Swimming Pool Committee Chairman Ron Anderson stated the Swimming Pool
Committee would recommend going with one site on the ballot rather than giving
the voters a choice of sites.
Considerable discussion about safety factors at both sites.
Engineer Smart gave a report on the two appraisels received on the East Chubbuck
Road property. One appraisel is $ 40,500.00 and the other is $87,200.00. Engineer
Smart said the median between the two is $ 64,000.00 and Mr. Henderson indicated
he would sale the property for the $ 67,000.00.
Swimming Pool Committee is preparing a fact sheet to present to the residents of
the City.
At 6:50 p.m., Mayor Cotant requested the council go to executive session meeting
for the purpose of real estate acquistion as authorized by Idaho Code 67-2345 (c).
Councilman England moved to go into executive session meeting for the purpose
of real estate acquistion as authorized by Idaho Code 67-2345 (c). Councilman
Quick seconded. 100% of councilmembers present voted in favor of the motion.
Swimming Pool Committee Chairman Ron Anderson was invited to the exectutive
meeting.
No final action or final decision was made.

At 7:10 p.m. the council adjourned from executive session meeting to special
meeting.
RESOLUTION #3-86 - Attorney Winmill read Resolution #3-86 in full.
Councilman Fullmer moved to adopt Resolution #3-86 as read. Councilman England
seconded. Roll Call Vote: Hopkins, absent; Quick, yes; Pullmer, yes; England;
yes.
Mayor Cotant stated the Council will meet im a special meeting at 8:00 a.m.,
Monday, June 16th to adopt Ordinance #283 and designate a site for the proposed
Chubbuck Swimming Pool.
At 7:20 p.m., Councilman Quick moved, Councilman England seconded, with full
Council present to adjourn special meeting.

Pursuant to Idaho Code Section 5~-604~ the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a
special meeting of the City Council to be held at the
Chubbuck Municipal Building, 5160 Yellowstone Ave., at
the hour of 6:00 p.m., on this date the lOth day of June,
1986. The object of the special meeting shall be to
consi!der the following: Discussion about the proposed Chubbuc~
Swimming Pool.
