HomeMy WebLinkAbout05 27 1986 CM83 COUNCIL MEETING MINUTES May 27, 1986 Minutes of regular council meeting held in the city municipal building, May 27, 1986. Present: Mayor John O. Cotant, Jr., Councilmembers Le~oy S. Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilwoman Hopkins was excused until 9:30 p.m. Meeting called to order at 7:35 p.m. by Mayor Cotant. APPROVAL OF MZNUTES - Mayor Cotant asked for corrections and additions to the minutes of May 13, 1986. Councilman England moved to approve the minutes of May 13, 1986 as read. Councilman Quick seconded. All councilmembers voted in favor of the motion. CHUBBUCK DAYS DISCUSS~:ON - Chubbuck Days Chairman Tom Nield was present and presented ideas to Mayor Cotant and Council. Mr. Nield suggested that in conjunction with Chubbuck Days they would like to dedicate Cotant Park. Mr, Nield stated he would like to have Chubbuck Days go July 3 and 4th. Mr. Nield said Jim Miller will not be able to do the fire works this year because he had made plans to be at a family reunion on the 4th of July week- end. Mr. Nield said Dennis Whitaker has always helped Mr. Miller with the fireworks and asked if it was okay to use Mr. Whitaker this year. After discussion it was decided Mr, Whitaker will be in charge of the Chubbuck Days Fire Works the 3rd. of July. Fire Marshal Cary Campbell and Safety Director Ray Sandusky will be involved with Mr. Whitaker in the setting off of the fire works as they have been in the past. Mr. Nield gave a report of the activities planned for Chubbuck Days. PROPOSED SWIMMING POOL SITE - Mr. Ralph Henderson was present to present a piece of property that might be an alternate site for the proposed swimming pool. Mr. Hendersonownsa4.7~acre, piece of land just east of the railroad tracks on East Chubbuck Road. The landis in the process of being appraised at this time. Discussion about giving the voters a choice of site location on. the ballot. Architect Pete Anderson stated there is the possibility of a $45,000.00 savings over the Tanobe & Shizowa property because ofithe canal and the sewer extention on the Tanobe & Shizowa property. Mr. Anderson presented a plan drawing of the proposed swimming pool. Mr. Henderson stated he would provide the City of Chubbuck with a Title Report. After discussion it was decided to present the East Chubbuck Road site to the Land Use & Development Commission for approval on a June 26, 1986 meeting. 85 FINANCIAL ADVISOR & BOND COUNSEL FOR PROPOSED SWIMMING POOL - Attorney Winmill saJd~ a decision should be made on retaini~ng2F~h~ncialAdv]~or& Bond Counsel tonight. Attorney Winmill and Bond Counsel. Fiscal Agent - Bond Counsel - presented his views on the presentations of the Fiscal Advisors Idaho First National Bank First Security Bank Hawely, Ennis, Hawley Chapman, Cutler Skinner, Faucet Bond Firm Mike Moore Passes Fails $7,000.00 $300-500.00 7,000.00 -0- $4,000.00 3,500.00 4,500-5,000.00 4,500.00 $300-500.00 300-500.00 300-500.00 300-500.00 After discussion Councilman England moved to accept First Security Bank as the City of Chubbuck's Financial Advisor and Hawley, Ennis, Troxell and Hawley Law Firm as Bond Counsel for the proposed Chubbuck Swimming Pool Bond Election. Councilman Fullmer seconded. Roll Call Vote: Quick, yes; England, yes; Fullmer, yes; Hopkins, absent. PROPOSED CHUBBUCK SWIMMING POOL-DISCUSSION - Swimming Pool Committee Chairman Ron Anderson was present to give a report on committee ideas. Mr. Anderson presented Mayor Cotant and Council with a fact sheet that would be given to the voters. Mr. Anderson explained the purpose of the fact sheet is to be sure the residents get consistent information. Mr. Anderson reported the Swimming Pool Committee is short on membership now. After discussion it was decided to put the drawing of the proposed swimming pool in the City Office and have a sheet of paper for sign UP if interested in helping on the Swimming Pool Committee. CABLE COMMISSION - DISCUSSION - Mary Harker, 783 Boyd, was present to report on activities of the Pocatello-Chubbuck Cable Commission. Mrs. Harker stated she is the only member from the City of Chubbuck attending the Cable Commission Meetings. Mrs. Harker$ asked that Mayor Cotant and Council appoint another Cable Commission member as soon as possible. Mayor Cotant stated he has received several names for discussion and another member will be appointed soon. Mrs. Harker reported to Mayor Cotant and Council events and activities of the Pocatello-Chubbuck-Area Cable Commission. #281 ORDInANCE-AMENDING ORD. 241- Ordinance was read by title only by Mayor Cotant. After discussion Councilman England moved to dispense with the rule of reading Ordinance #281 on three separate occasions. Councilman Fullmer seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes; Fullmer, yes. Councilman Fullmer moved to adopt Ordinance #281. Councilman England seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes; Fullmer, yes. CHUBBUCK BOYS BASEBALL RULES & REGULATIONS - It was decided the Council would meet with Chubbuck Baseball Director Dave Sherman at the end of the baseball year to finalize the Chubbuck Boys Baseball Rules and Regulations. ORDINANCE - TAXICAB REGULATIONS - After discussion it was decided to put on the June 10~ 1986 Council Meeting. GENERAL DISCUSSION: 1) Special Meeting Call at 5:00 p.m., June 4, 1986, Wednesda~ 1) Annexation of Shizowa-Tanobe property- possible swimming pool site. 2) City Personnel Policy- Discussion. 2) Discussion about foul ball hazard at Cotant Park. HANDCHECK CLAIMS - Handcheck claims presented to Mayor Cotant and Council. After discussion Councilwoman Hopkins moved to approve the handcheck claims as read. Councilman England seconded. All councilmembers voted in favor of the motion. At 10~30 p.m., Councilman England moved, Councilman Quick seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk
