COUNCIL MEETING MINUTES
April 22, 1986
Minutes of regular council meeting held in the city municipal building,
April 22, 1986.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer
Steven M. Smart and City Clerk Ron C. Conlin.
Meeting called to order at 7:36 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of April 8, 1986.
Councilman Fullmer moved to approve the minutes of April 8, 1986 as read.
Councilman Quick seconded. All councilmembers present at the April 8, 1986
Council Meeting voted in favor of the motion.
POSTING OF CO£ORS ~ PRESENTATION OF AWARDS --Mr.-Ff~nk-Simmons,~V.F~W$, was present
to present the following awards.
Officer Richard Webb was presented a certificate of appreciation for his unselfish
effort in the City of Chubbuck, commitment to Crime Prevention,:and theNeighbor-
hood Watch program and special efforts to go to schools and teach children
personal safety. Mayor Cotant presented Officer Webb with a Plaque of Appreciation
from the City of Chubbuck.
The Chubbuck Volunteer Firefighter Department was presented a Certificate of
Appreciation by the Veterans of Foreign Wars Groups for their quick response
to emergencies and fires in the City. The Volunteer Firefighters also sponser a
a scout troop.
Mayor Cotant presented Sergeant Don ~uru,Pocatello Police Department and Detective
Jerry Rowland a Certificate of Appreciation from the City of Chubbuck for all
the hours Officer Rowland and Officer Furu gave of their own time in the Earl
Ellis investigation.
Mayor Cotant presented a Certificate of Recognition to Karen Anderson, Myrna Crapo
and Dorothy Ward for their support in their secretarial duties for the City of
Chubbuck. Wednesday, April 23rd is Secretary Day.
PROCLAMATION - NATIONAL PET WEEK - Mayor Cotant read the proclamation in full.
Mayor Cotant proclaimed May 4-10th, 1986 National Pet Week.
ORDINANCE #280 - Attorney Winmill reported there was a 5' error on the description
in Ordinance #280, that was adopted at the April 8, 1986 Council Meeting.
The description should read as follows: The easterly 350.00 feet of Lot 18,
Paradise Acres Subdivision, instead of the easterly 345.00 feet of Lot 18,
Paradise Acres Subdivision.
Attorney Winmill read Ordinance #280 in full as corrected.
Coun¢}lman Quick moved to adopt Ordinance #280 as corrected. Councilman England

seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes; Fullmer, yes.
PROPOSED SWIMMING POOL DISCUSSIOI - Attorney Winmill passed to Mayor Cotant and
Council proposals from First Security Bank and Idaho First National Bank.
Attorney Winmill stated the financial institution would be responsible for: 1)
Advising the City as to how to get the election passed. 2) How to place the bonds.
3) Steps that need to be taken into getting the best interest rate available.
Attorney Winmill reported the two proposals are essentially the same with the
exception of Idaho First National's proposal says the City can be charged up to
$300.00 expenses ~Dcurred in the event the bond election is unsuccessful. There
would be no charge from First Security Ban~ if the bond election is unsuccessful.
Attorney Winmill stated First Security Bank would like to meet with the Council
in regards to their proposal before a decision is made.
Attorney Winmill asked Mayor Cotant and Council if they would like to meet with
Idaho First National Bank and First Security Bank in regards to their proposals
or just study the proposals and make a decision.
After discussion, it was the consentsus~fthe Council to have the Swimming Pool
Bond Election a 2/3's majority vote.
Ron Anderson, 806 Victor, was present and expressed concern of expense for$the
liability insurance and maintenence supplies for operating the pool.
Attorney Winmill stated the Council would have to pass a resolution six weeks
before the Bond Election. Attorney Winmill stated the Council cannot pass the
resolution without the dollar amount. A decision on a location needs to be made
as soon as possible.
After considerable discussion i~t was decided to calli a Special Meeting on April
29, 1986 to discuss a possible location for the proposed swimming pool. The meeting
will be at 5:00 p.m.
CLAIMS - Handcheck claims have been presented to Mayor Cotant and Council.
After discussion Councilwoman Hopkins moved to approve the handcheck claims with
the addition of $3,000.00 to Meyers, Anderson, Meyers Architect Firm. Councilman
Quick seconded. All councilmembers voted in favor of the motion.
ORDINANCE #241 - AMENDING LAND USE ORDINANCE - Attorney Winmill was asked to prepare
an~,updated Amending of Ordinance #241 and mail to the Councilmembers as soon as
possible.
It was decided the Amending of Ordinance #241 will be put on the Special Meeting
of April 29, 1986 for discussion.
PROPOSED CITY PERSONNAL POLICY - Engineer Smart passed to Mayor Cotant and Council
the City Personnal Policy.
After discussion it was decided to discuss the Personnal Policy at a Special

GENERAL DISCUSSION -

Councilman Fullmer stated that in Cotant Park there is a 4' section of ADDITIO
concrete pipe used as playground equipment. Councilman Futqmer said two
things are happening: 1) It is being used as a restroom. 2) The littler *****
kids are getting beat up inside the pipe. 3) Crime Risk inside of concrete

Brgarwood Mobile Home Parks~ Couneilman Fulqmer asked what was happening on
the request of Max Parrish in regards to the City requiring a fence around
the Mobile Home Park. Attorney Winmill said he has been in contact with R.J.
Henderson in regards to the fence. Attorney Winmill felt the City would have
to take the matter to court and asked if the Council wanted him to proceed.
After discussion it was decided Attorney Winmill would proceed.

Chubbuck Recreation Director presented to Mayor Cotant and Council Chubbuck
Boys Baseball Rules. Mr. Sherman asked the Mayor and Council to review the
rules and give him any comments they might have or want to change.
At 9:30 p.m., Councilman Fullmer moved, Councilman Quick seconded, with full
council approval to adjourn the meeting.
