Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron Conlin. Meeting was called to order at 5:06 p.m. by Mayor Cotant. PURPOSE OF MEETING is consideration of Bond Election for proposed Chubbuck Swimming Pool. BOND ELECTION FOR PROPOSED CHUBBUCK SWIMMING POOL - At the March 25,1986 Council Meeting the Council decided to proceed to formulate the bond election. Mayor Cotant asked Attorney Winmill what time frame to expect on preparing the Bond Election. Attorney Winmill stated the first step that needs to be taken is to decide on a location because of, 1) The cost. 2) Requirement of a conditional use permit. Attorney Winmill stated the City could proceed getting a fiscal agent and a bond counselor as soon as possible. Discussion about entering into agreement with Architect Pete Anderson. Architect Pete Anderson stated the construction could start in the spring of 1987 if the bond is passed this summer. Attorney Winmill gave a report on costs the City will incur proceeding with the bond election. 1) Architects Fee - $2,500.00. 2) Bond Counsel will cost approx. $600.00 and $700.00 if the bond issue fails. Attorney Winmill said the estimated cost of proceeding to and including the election - $4,000.00 plus the $3,000.00 paid to the architect previously. Considerable discussion about potential location of proposed municipal swimming pool. After considerable discussion it was decided to schedule the tenative date for the bond election on July 15, 1986. Councilman England moved to direct 1) Mayor Cotant and City Clerk Ron Conlin to execute a contract with Architect Firm Meyers H. Tom & Associates with such modifications the City Attorney Winmill feels appropriate. 2) Mayor Cotant and City Staff to contact both bond counsel and fiscal agents to make recommendations and report to the Council. Councilwoman Hopkins seconded. All councilmembers voted in favor of motion. Mayor Cotant requested the council go to executive session meeting for the purpose of discussing acquistion of land for proposed swimming pool. At 6:30 p.m., Councilman England moved to go to executive session meeting for the 51 BOND ELECTION FOR PROPOSED CHUBBUCK SWIMMING POOL - (Cont.) purpose of consideration of the acquistition of real property as authorized by Idaho Code 67-2345 (c). Council~oman Hopkins seconded. Roll Call Vote: Quick, yes; Hopkins, yes; England,'yes; Fullmer, yes. 100% of councilmembers for in favor of motion. Architect Pete Anderson was invited to the executive session meeting. Engineer Steve Smart presented a map showing potentional sites for the proposed swimming pool. No decision or action as taken. At 7:00 p.m., Councilman Quick moved, Councilwoman Hopkins seconded, with full council approval to adjourn meeting. FJohn O. Cotant, Jr., Mayor Ron C. Conlin, City Clerk CALL OF SPECIAL MEETING CITY OF CHUBBUCK Pursuant to Idaho Code Section 50-604, the undersigned Mayor of the City of Chubbuck, Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck City Municipal Building, 5160 Yellowstone Ave., at the hour of 5:00 p.m., on this date the 1st. day of April, 1986. The object of the special meeting shall be to consider the following: Bond Election for proposed Chubbuck Swimming Pool. Oohn O.
