HomeMy WebLinkAbout03 11 1986 CM33 COUNCIL MEETING MINUTES March 11, 1986 Minutes of regular council meeting held in the city municipal building, March 11, 1986. Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Boyd L. Fullmer, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Attorney B. Lynn Winmill was excused. Meeting called to order at 7:32 p.m. by Mayor Cotant. INVOCATION was given by Bishop C. Lee Caldwell, 35th Ward, The Church of Jesus Christ of Latter Day Saints. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of February 25, 1986. Councilman Quick moved to approve the minutes of February 25, 1986 as read. Councilman Fullmer seconded. Roll Call Vote: Quick, yes; England, yes; Fullmer, yes; Hopkins, not present. POLICE DEPARTMENT - Chief Arnold Stone and Detective Jerry Rowland was present. Mayor Cotant stated the Police Department has been operating one officer short from what we were last year at this time. Mayor Cotant said Greg Rosa has worked part time as a police officer £or the City of Chubbuck. Mr. Rosa has been working in the Chubbuck Reserve Program for some time. Mayor Cotant suggested the council approve putting Mr. Rosa on a full time basis. Councilman Quick expressed concern about Mr. Rosa not living within City limits. Chief Stone stated if hired, Mr. Rosa said he would relocate to the City of Chubbuck. After discussion the council approved putting Mr. Gre9 Rosa on a full time basis. 1986 CHUBBUCK BASEBALL PROGRAM - Kermit Morrison and Lloyd Monroe, City Auditor was present. Mayor Cotant asked Mr. Monroe to prepare a way of controlling finances collected through the concession stands at the baseball fields. Mr. Monroe stated the monies collected should be deposited in the General Fund' every night. After discussion it was decided Mr. Monroe would work with City Clerk Ron Conlin and City Recreation Director Dave Sherman to prepare a way of controlling finances collected through the concession stands at the baseball fields. Councilman Fullmerexpressed concern about the confusion in regards t~ 1) Equip- ment problems. 2) Uniforms not being turned back to the City. 3) Coaching problems. After discussion it was decided Chubbuck Recreation Director Dave Sherman will be invited to come to the March 25, 1986 Council Meeting and discuss problems encountered last year. 35 PROPOSED SWIMMING POOL DISCUSSION - Pete Anderson, Hazel Vore, Mark Bunce and ~loyd Monroe was present to discuss the proposed swimming pool. Councilman England said the promotional program on the proposed s~imming pool airs on the Community Access Television Station at 6:30 p.m., M~rch 12, 1986. Pete Anderson, Councilman Steven M. England and Swimming Pool Committee members wil' answer questions about the proposed swimming pool. Councilman England stated the Swimming Pool Committee is left with two major concerns from the last council meeting: 1) Site - Location. 2) Liability Insurance. Councilman Fullmer stated there are two things regarding the liability insurance thai should be taken into consideration. Councilman Fullmer stated if we were to purchase the liability insurance today, the city could purchase it for under $10,000.00 total, liability and property insurance. Councilman Fullmer said the pool would probably not be opehed this ~ear and maybe not next year, Councilman Fullmer said there is not a way to know what the insurance cost will be next year or the year after. Mayor Cotant stated the City is still waiting to hear from Mr. Knudsen in regards t( a proposed site on Hawthorne Road. Councilman Fullmer stated he had talked to the operator of the Bismark, North Dakota Wave Tech Pool. Councilman Fullmer gave a report on observations he recieved from the operator of the Bismark, North Dakota Wave Pool. Lloyd Monroe stated the decision the residents of Chubbuck will have to make is, what do you what the City to be like in a few years. Mayor Cotant expressed concern of possible deficits that might occur if the proposed swimming pool bond is passed. Mayor Cotant stated with the lost of Federal Revenue Sharing and other programs for local governments, the monies for possible deficits is just not there, without cutting important services. Pete Anderson stated the Chubbuck PTA presented the Wave Tech film to the parents and most of the people Mr. Anderson talked to were in favor of a bond issue. After considerable discussion it was decided to wait and see how the promotional program on the Community Access Station is recieved, before any decision is made. CHUBBUCK PRIDE DISCUSSION - Debra Ellis was present to express concerns of the Chubbuck Pride Committee. Mrs. Ellis stated she has talked to several residents in the City of Chubbuck to get their concerns. Mrs. Ellis said she came up with six main concerns: 1) North- west corner of Chubbuck and Yellowstone-house needs to be removed to help the looks of corner. 2) Suggested the City implementla tree plan%ing program-maybe use Chubbuck Pride money. 3) There is sinking where the water lines were installed in the Height Subdivision, from the house to the street. 4) Better advising of the public on the Land Use Development & Commission Meetings and Council Meetings- suggested putting the schedule on the City Office doors. 5) Suggested cleaning up some of the houses north of the Chubbuck City Offices to Syphon. 6) Concern about Heights Subdivision getting too many duplexes. 37 CHUBBUCK PRIDE DISCUSSION - (Cont.) Mayor Cotant stated there is more of a problem with the land sinking on the west side of town, than on the east side. Mayor Cotant said it is the owners responsibility to maintain the curb, gutter and sidewalks. Mayor Cotant stated there is a moratorium in place throughout the City stating no duplexes can be built at this time. Mrs. Ellis said she is going to a meeting of the Chamber of Commerce Beautification Committee on March 12, 1986. Mrs. Ellis said that on May 2~ 1986 the Beautification Committee Meeting will be covered by Channel 6. Mrs. Ellis said the Chamber of Commerce asked if Nayor Cotant would like to speak at the meeting. Mayor Cotant said he would like to be involved on behalf of Chubbuck. Mayor Cotant stated the City of Chubbuck has a City clean up in the month of May. The City offers the use of trucks. The residents are required to load the trucks and City employees haul the trash to the dump. SUPPORT OF STATE PRISON IN THE AREA - Mayor Cotant asked the council if they would support the City of Pocatello in their efforts in getting the State Prison here. After discussion Councilman England moved to support the City of Pocatello's application to get the new State Prison in the area. Councilman Fullmer seconded. All councilmembers voted in favor of motion. CLAIMS - Computer print-out and handcheck claims have been presented to Mayor Cotant and Council. After discussion Councilwoman Hopkins moved to approve the computer print-out and handcheck claims as read. Councilman England seconded. All councilmembers voted in favor of motion. GENERAL BUSINESS: 1) Councilman Quick stated Buttrey's Food Store is having their Easter Egg Hunt on March 29, 1986 and have asked to use Cotant Park for the hunt. After discussion it was decided we had went through this last year and Buttery's insurance company will not cover them at Cotant Park. 2) Physical examination requirements for Volunteer Firemen. At 10:25 p.m., Councilman Fullmer moved, Councilman England seconded, with full council approval to adjourn meeting John O. Cotant, Jr., Mayor Ron C, Conlin, City Clerk
