HomeMy WebLinkAbout02 25 1986 CM29 COUNCIL MEETING MINUTES February 25~ 1986 Minutes of regular council meeting held in the city municipal building, February 25, 1986. Present: Mayor John O. Cotant, Jr.~ Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MZNUTES - Mayor Cotant asked for corrections and additions to the minutes of February 11 and special meeting minutes of February 18, 1986. Councilman Quick moved to approve the minutes of February 1t with the following correction: "INVOCATION was given by President Gordon L. Wilkes, 1st. Councilor in the North Stake, Church of Jesus Christ of Latter Day Saints" instead of Bishop Gordon L. Wilkes, 25th Ward, Church of Jesus Christ of Latter Day Saints. Councilman Fullmer seconded. All councilmembers voted in favor of motion. Councilman Fullmer moved to approve the special meeting minutes of February 18, 1986 as read. Councilman England seconded. All councilmembers voted in favor of motion. BUSINESS LICENSE APPLICATION - James Currington, has applied for license to operate a cleaning service business. Mr. Currington, 1222 Freeman #109 was present to explain his business. Mr. Currington said he would not knock on doors, he would put advertising on the doors by hand delivering. After discussion Councilman Quick moved to approve a business license to James Currington, Wonder-Clean to sell a cleaning senvJce. CQuncilman Euglamd seconded. All councilmembers voted in favor of motion. BUSINESS LICENSE APPLICATION - David Fitzen, Project 80, 240 Fairmont, Pocatello, Zdaho has applied for a business license to sell candy door to door. Mr. Fitzen was present and explained his selling program to Mayor Cotant and Council. Councilwoman Hopkins stated there have been several complaints last year. Mr. Fitzen responded, he was unaware of the complaints. Attorney Winmill advised the council we could not, under our ordinance, preclude the sale of candy door to door, unless there was a rienfiable and unique concern for the public health, safety and welfare. In view of the precautions taken by the applicant for the protection of the participants and the fact that parental consent is required for the young person's participation, it was considered that no such concern, could be shown. Councilman Quick moved to approve a business license to David Fitzen, Project 80 to sell candy door to door in the City of Chubbuck. Councilman Fullmer seconded. Roll Call Vote: Hopkins, no; Quick, yes; England, yes; Fullmer, yes. 31 BUSINESS LICENSE APPLICATION - David A, Suss, Something Different Imports, 4428 N. Clearwater, Kennewick, Wa. 99336, has applied for a business license to sell stuffed animals in the Smith's Food Center parking lot. Mr. Suss was present to explain his plans. After discussion Councilwoman Hopkins moved to approve a business license to David A. Suss, Something Different Imports to sell stuffed ani.mal, s at Smith's Food Center. Councilman England seconded. All councilmembers voted in favor of motion. 1984-85 FISCAL YEAR AUDZT REPORT - Lloyd R. Monroe has completed the 1984-85 Fiscal Year Audit Report and went through the audit report page by page with Mayor Cotant and Council. CLAIMS - Handcheck claims presented to Mayor Cotant and Council. After review Councilman England moved to approve handcheck claims as read with the addition of $2,500.00 from the General Fund to the City Auditor Lloyd Monroe. Councilman Fullmer seconded. All councilmembers voted in favor of motion. WATER DAMAGE AT EARL ELLIS MOBILE HOME - Earl Ellis turned a claim to his insurance company and they in turn contacted the city insurance company and reported the Police Department turned off the power at Earl Ellis property while doing property confiscation which caused mobile home water damage. After discussion the Council directed City Clerk Ron Conlin to turn the claim to the city insurance co., Insurance Designers. GENERAL DISCUSSION - 1) Mayor Cotant stated Rick Hillman had contacted him and asked if the council would consider allowing the Green Triangle to serve a keg of beer to the cutter racers at no charge on the one Sunday they are in town. After discussion it was decided the Green Triangle could not serve beer on Sundays. 2) Councilman England asked if there was any further information in regards to the proposed swimming pool. Engineer Smart stated he is talking with Knudsen and Clark about a possible site. Councilman Fullmer stated he has not recieved anything back on insurance inquiries, might have something next Council Meeting. 3) Councilman England stated Dave Sherman has scheduled baseball meetings the week of March 10, 1986. At 9:03 p.m., Councilman England moved, Councilwoman Hopkins seconded, with full council approval to adjourn meeting. ayor Ron C. Conlin, City Clerk
