COUNCIL MEETING MINUTES
February 18, I986
Minutes of a special meeting held in the city municipal building,
February 18, 1986.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer
Steven M. Smart and City Clerk Ron C. Conlin.
Meeting called to order at 5:05 p.m. by Mayor Cotant.
PURPOSE OF MEETING is consideration of 1) Architect Fees for proposed swimming
pool. 2) Trust Agreement - for Property Forfeiture and Settlement Stipulation
by Earl and Peggy Ellis. ~
ARCHITECT FEES FOR PROPOSED SWIMMING POOL - Mayor Cotant asked Pete Anderson to
report on the proposed swimming pool.
Swimming Pool Committee Members present: Mary Harker, Evan Byington, Ron Anderson,
Mary Bunce, Mark Bunce, Mike Wade, Laurie Seals and Linda Smith.
Mr. Anderson stated his firm has gone about as far as they can without knowing an
exact site.
Councilman Fullmer reported he had sent inquiries to insurance companys,~b~t as of
yet, has not recieved an answer. Councilman Fullmer stated we should proEeed care-
fully because the costs of liability insurance is going to be high. Councilman
Fullmer said he might have a better answer in two weeks.
Pete Anderson stated he is looking into possible ways to finance the project.
Mary Harker stated on March 12, 1986, at 6:30 p.m., the swimming pool issue will
be presented on the Community Access Station. Mrs. Harker asked that Councilman
England and Pete Anderson be available that night. Mayor Cotant stated we should
proceed with the swimming pool presentation.
Mrs. Smith stated she has arranged PTA advertising on the 27th of February.
Coua~ilman Quick expressed concern as to what the cost is going to be in between
now a bond election. Pete Anderson said the architects cost will be $2,500.00
for what is done now until a bond election.
Mayor Cotant stated there are two important items that should be answered before
proceeding with the proposed swimming pool: 1) Site Location. 2) Insurance costs
for operating and maintaining a swimming pool.
After considerable discussion all councilmembers felt in favor of proceeding with
the pool if the following two items are feasible: I) Site Location. 2) Liability
insurance costs.
Pete Anderson said he felt the residents in the City are receptive to a City
Swimming Pool.
Mayor Cotant told Mary Harker and Mrs. Smith to proceed with their plans to
present the proposed swimming pool on television and at the PTA.

Mayor Cotant told the Swimming Pool Committee the will proceed to get costs
on 1) Site location 2) Liability insurance as soon as possible.
TRUST AGREEMENT - L.D. FITZGERALD - Attorney Winmill stated there is a few minor
changes in the agreement he passed to the council at the February 11, 1986
Council Meeting,
After discussion Councilman England moved to direct Mayor Cotant and City Clerk
Ron Conlin to enter into the modified Trust Agreement with the City of Pocatello
and L.D. Fitzgerald subject to the following conditions: 1) No substantial
modification or change without the councils prior approval. 2) That all
modifications be approved by the Mayor and Attorney Winmill. Councilman Quick
seconded. All councilmembers voted in favor of the motion.
At 7:15 p.m., Councilman Fullmer moved, Councilwoman Hopkins seconded, with full
council approval to adjourn the meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section*50-604, the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a special
meeting of the City Council to be held at the Chubbuck City
Municipal Building, 5160 Yellowstone Ave., at the hour of 5:00 p.m.,
on this date the 18th day of February, 1986. The object of the special
meeting shall be to consider the following: 1) Architect Fees for
proposed swimming pool. 2) Trust Agreement - for Property Forfeiture
and Settlement Stipulation.by Earl and Peggy Ellis._*

Pursuant to the call set forth above, notice is hereby given
of a special meeting of the Chubbuck City Council at the time and place,
and for the object recited in the call.
