HomeMy WebLinkAbout11 10 1987 CM145 COUNCIL MEETING MINUTES November 10, 1987 Minutes of a regular meeting held in the city municipal building, November 1~, 198~ Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilman Boyd L. Fullmer was excused. Meeting was called to order at 7:38 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of October 27, 1987 and special meeting minutes of November 5, 1987. Councilman Quick moved to approve the minutes of October 27, 1987 as read. Councilman England seconded. All councilmembers present voted in favor of motion. Councilwoman Hopkins moved to approve the special meeting minutes of November 5, 1987 as read. Councilman England seconded. All councilmembers present at the meeting voted in favor of motion. CLAIM - Joe Peron, 4600 Hiline Road, Space 45 has presented a claim for $79.29 to Mayor Cotant and Council for cleanup of his bathroom, because of sewer backup. Mr. Peron stated, on the morning of Oct. 29, 1987 at approx. 9:30 or 10:00 a.m., water or sewer water started coming from the sink drains, bath- tub drains and toilet. He said it sprayed all over the windows, curtains, counters, walls and carpet. Mr. Peron had the damage cleaned and presented bills. Engineer Steve Smart stated the possibility, the insurance company may not pay the claim, because the City of Chubbuck was not negligent. Councilman Quick made motion to direct City Clerk Ron Conlin to send the claim made by Joe Peron to the City Insurance Co. Councilman England seconded. All councilmembers present voted in favor of motion. It was stated, if the City Insurance does not pay the claim, the claim will be discussed at a later date. CENTENNIAL COMMITTEE REPORT - Mr. Therrol Dye was present to report on the State Centennial Committee.for Bannock County. Mr. Dye reported on several programs being implemented for the Centennial in 1990; (Bannock) 1) History of the County - Apageantwill be written and directed during the year of 1990 telling the history of Bannock County. 2) Good Sam Recreational Vehicles Annual Summer Samberee located in Bannock County. First time held in the southern end of the State. 3) Working with cutter race officials, trying to get the World Champion Cutter Races back to Pocatello. 4) Dodge National Rodeo. 147 CENTENNIAL COMMITTEE REPORT - (Cont.) Mr. Dye presented Mayor Cotant and Council a list of suggested program ~ommittees that will require leadership. Mr. Dye asked the council for any suggestions they might have for leaders of these committees. Mr. Dye suggested that during 1990, the theme "Come on Home to Chubbuck" be used in conjunction with Chubbuck Days_Celebration. Mr. Dye presented several ideas that have been discussed to promote the Centennial Celebration in 1990. Mayor Cotant thanked Mr. Dye for his participation as the City of Chubbuck's representative to the State Centennial, and asked that he continue to keep the Council informed on the Centennial Committee. ACCESSORY STRUCTURE REQUIREMENTS - Mr. Gary Wilkens, 222 Joel presented Mayor Cotant and Council a petition with several names, stating they would rather not move their shed dog house or other accessory stucture% 5 feet from any side or rear property line. At this time City Code #18.12.030 A Accessory Structure state: 1. May be located only in rear yards or portions of sideyards beside or behind principle structures. 2. Shall not be located closer than five (5) feet from any side or rear property line. .Attorney Winmill stated the reason for this code is for fire safety.concerns. Mr. Wilkens said he felt if the residents were required to move their shed or dog house 5' from any property line, there would be nothing but junk piled between the property qine'.a~d'acces$orY_s%~ucture. After discussion the Council directed City Building Official, City Fire Chief and City Safety Officer to prepare a written report to present to the Council, which would outline 1) What ordinances or building code would be applicable. 2) Whether or not they feel it is necessary, from their point of view for any reason to stay with the code the way it reads now. It was suggested this be prepared and presented at the November 24, 1987 Council Meeting. CITY STREET FINANCE REPORT - City Clerk Ron Conlin has prepared the City Street Finance Report. Idaho Code requires approval of street finance report by Council and certification by Mayor Cotant. After discussion Councilman Quick moved to approve the Street Finance Report and authorize certification of the same by Mayor Cotant. Councilman England seconded. All councilmembers present voted in favor of motion. FINANCIAL REPORT FOR THE MONTH OF OCTOBER was presented to Mayor Cotant and Council. CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and Council. 149 CLAIMS ~ (Cont.) After discussion, Councilman England moved to approve the computer print- out and handcheck claims as read. Councilman Quick seconded. All council- members voted in favor of motion. GENERAL DISCUSSION - 1) Discussion about-amending animal control ordinance to require additional insurance requirements for owning a vicious animal. Discussion about the City of Boise,animal control ordinance. It was decided there will be no amending the ordinance at this time. 2) Cluster mailbox requirements for new subdivisions - Attorney Winmill and Engineer Steve Smart was asked to research amending the Land Use Improvement Ordinance to include cluster mailbox requirements for new subdivisions. AIC 1987 LEGISLATIVE DINNER AND ACADEMY FOR CITY OFFICIALS, November 23, 1987 at the Quality Inn in Pocatello.
