COUNCIL MEETING MINUTES
October 27, 1987
Minutes of a regular meeting held in the city municipal building,
October 27, 1987.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Engineer Steven M. Smart and
City Clerk Ron C. Conlin. City Attorney B. Lynn Winmill was excused. Councilman
Boyd L. Fullmer was present at 8:10 p.m.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
special meeting minutes of October 13, 1987 and regular meeting minutes of
October 13, 1987
Councilman England moved to approve the special meeting minutes of October 13,
1987, Councilman Quick seconded.:Al~ouncilmembers present voted in favor of
motion.
Councilman Quick moved to approve the minutes of October 13, 1987 as read.
Councilman England seconded. All councilmembers present voted in favor of
motion.
APPOINTMENT TO LAND USE & DEVELOPMENT COMMISSION - Mayor Cotant presented the name
of Larry B. Call for appointment to ~he,Land~Us~Development~Commission~,to fill
the unexpired term of Evan Byington to uune
Councilman England stated Larry Call is an excellant choice.
Councilman England moved to appoint Larry B. Call to the Land Use & Develop-
ment Commission. Councilman Quick seconded. All councilmembers present voted
in favor of motion.
VICIOUS DOG REGULATIONS - Mayor Cotant stated he directed Attorney Winmitl to
research the possibility of amending the animal control ordinance to require
vicious dog owners to license and have insurance on.any vicious dog.
GROUP MAILBOX REQUIREMENTS DISCUSSED - Mayor Cotant stated he directed Attorney
Ninmill to research an ordinance requiring group mailboxes in the City. This
subject will be discussed at a future Council Meeting.
RECREATION FEES DISCUSSED - City Clerk Ron Conlin said he talked to Gary Carlsen,
City of Pocatello basketball director. Mr. Carlsen said his understanding was
the City of Pocatello would collect $58.00 per individual, if they do not
live in the City of Pocatello. The resident fee for the program is $26.00 per
individual.
There will be further discussion on Chubbuck Recreation Fees at a future
council meeting.
CLAIMS - Computer print-out claims have been presented to Mayor Cotant and
Council.
After discussion Councilman Quick moved to approve the computer print-out
claims as read. Councilwoman Hopkins seconded. All councilmembers voted in
favor of motion.

GENERAL DISCUSSION -
1) Councilman Fullmer stated there has been little election coverage from the
press. Mayor Cotant said he would contact Dan Meyers, Idaho State Journal,
to see why there has been a lack of coverage~this election.
2) Discussion about agenda for Cities-County Meeting.
At 8:45 p,m., Councilman Quick moved, Councilwoman Hopkins seconded, with full
council approval to adjourn the meeting.
