COUNCIL MEETING MINUTES
September 22, 1987
Minutes of a regular meeting held in the city municipal building,
September 22, 1987.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer
Steven M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 7:30 p.m. by Mayor Cotant.~
INVOCATION was given by Bishop Roger C. Jones, 39th Ward, Church of Jesus Christ
of Latter-Day Saints.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of September 22, 1987.
Councilwoman Hopkins moved to approve the minutes of September 8, 1987 as read.
Councilman Quick seconded. All councilmembers voted in favor of motion.
REVIEW OF STANDARD FOR THE COMPREHENSIVE PLAN IN REFERENCE TO ANNEXING AND
CHANGING OF CURRENT ZONING TO COMPLY WITH CURRENT ZONING.
Attorney Winmill said there is a public hearing scheduled October 1, 1987 at
the Land Use & Development Commission regarding the standardlfor the comprehensive
plan.
Mayor Cotant suggested some areas be zoned so,the restrictive coveDants
would be compatible with the zoning. Attorney Winmill suggested another
objective, would be to attempt where possible, and not in conflict with
other goals and objectives of the comprehensive plan to make the zoning
ordinance reinforce the restrictive covenants.
The council was in agreement that the standards for the comprehensive plan in
reference to annexing and changing of current zoning that Attorney Winmill
prepared is needed, and well prepared.
NON-RESIDENT FEES FOR CHUBBUCK.RESIDENTS-FOR USE OF POCATELLO RECREATION PROGRAMS-
Councilwoman Hopkins expressed concern about newspaper articles that have been
printed recently, regarding non-resident fees for Chubbuck residents~using
City of Pocatello Programs.
Discussion about the City of Chubbuck charging the same fee for non-residents
as Chubbuck residents.

tain cooperation with the City of Pocatello.as much as possible.
REPORT FROM CHUBBUCK RECREATION DIRECTOR DAVE SHERMAN - Chubbuck Recreation Director
Dave Sherman and Larry Miller was present to give a report on how the Chubbuck
Baseball, Softball and Tee Ball Programs went this year.
Mr. Sherman reported there was 843 kids involved in the program this year.

Dave Sherman stated he got a lot of help from league officers and volunteers.
Discussion 2bout comblning the girls softball and boys baseball awards banquet,
at the end of the girls.softball and boys baseball year.
Discussion about ~avJ~gtwo ball games a night next year, instead of one~
Councilman Fullmer suggested Dave and Larry look at the pay scale for umpires,
and adjust. Councilman Fullm~rsuggested the girls softball have their awards
banquet at Chubbuck Days.
Dave Sherman said he had a problem getting word to parents and children when
registration was going to be. After discussion it was decided next year a mailing
will be sent to all residents in the City, notifying them of tennis, baseball,
softball~and t-ball registration.
City Clerk Conlin gave a report on new revenue numbers to be used on next years
budget.
Mayor Cotant asked Dave Sherman to give him a list of volunteers that helped
in the baseball program~this year.
Larry Miller stated he felt all games should be at Cotant Park.
Chubbuck Recreation Director Dave Sherman stated there will be a meeting with
coaches the first week in October.
CEAIM - BOB BOHNEY, CITY EMPLOYEE had submitted a claim at the September 8, 1987
Council Meeting. At that time, there was not enough information for the Council
to make a decision on the claim.
Engineer Smart stated he had received no further information in regards to the
claim.
After discussion, the claim was denied.
HANDCHECK CLAIM - Handcheck to Earl Ellis for $550.00 was presented to Mayor Cotant
and Council.
Councilwoman Hopkins moved to approve the handcheck claim to Earl Ellis for
$550.O0.~Councilman Fullmer seconded. All councilmembers voted in favor of
motion.
CABLE COMMISSION - Mary Harker was present to report to Mayor Cotant and Council
on Cable Commission Meeting.
Mary Harker stated the Cable Commission as settled on a standards on programming,
for approval of the City of Pocatello City Council at their next meeting.
Mrs. Harker gave Attorney Winmill a copy of an amendment to the standards on
programming to review.

GENERAL BUSINESS -
1)
Councilman Quick stated he would talk to Chief of Police Arnold Stone to
find out if the Police Department wants to discontinue the Dog Training
Program.
2)
Parrish Property to the north of City Offices - Attorney Winmill said he
checked on what the county appraised the land for, T~ey appraised it for
$65,000.00.
3)
Attorney Winmill stated he is looking into the possibility of creating
a LID on Linden Ave. Attorney Winmill felt that, with the road already
installed, there is not much of a chance.of creating an Local Improvement
District.
4)
Engineer Smart stated that on the far west lane of Parrish Lane, is a
vacant lot that Parrishs' have fixed into a park. Somehow the water got
turned on and the Parrishs' have been watering the lot at no charge. A
city employee noticed it was on and turned it off. Parrishs' are asking
the city to supply the water to the park. It was decided the city would
not supply water to the lot, without charge.
At 9:30 p.m., Councilman Fullmer moved, Councilman Quick seconded, with full
council approval to adjourn the meeting.
